The Red River bank erosion protection embankment project section passing through Bao Thang commune is being implemented to protect residential areas and essential infrastructure from the risk of erosion recurrence every rainy and flood season.
The project is about 2km long, uses 12ha of land, belongs to group B and is classified as a level I agricultural and rural development project. Total investment of 170 billion VND from the central budget reserve and the provincial budget.
According to reporters' records at the end of December, taking advantage of the dry weather, the construction unit is accelerating the deployment of foundation pits and concrete piles.
At the project construction site, many trucks and excavators are operating bustlingly to speed up the progress of this essential embankment.

Through investigation, the project was started at the end of 2024, and is expected to be handed over and put into use by the end of 2025. However, by the end of 2025, the project will only reach about 40% of the volume. Therefore, the investor must request to adjust the progress and postpone the completion date to June 30, 2026.
Talking to reporters, Mr. Hoang Van Hai - Deputy Head of Project Department 4, Investment and Construction Project Management Board of Lao Cai province - said: "The reason the project has to postpone the completion time is because a part of the construction area is overlapping with Vi Anh Company's sand mine and they do not agree with the revocation and site clearance.
Along with that, prolonged rain and floods caused the Red River water to rise continuously, and items such as digging foundations and setting up stakes had to stop and wait for the water to recede many times.

According to Mr. Hai, the Lao Cai Provincial Construction Investment Project Management Board has reported the policy requesting the province to allow adjustment and extension to 2026 for completion.
Currently, on the construction site, the contractor still maintains manpower and machinery to construct convenient sections such as dredging foundation pits, closing piles and casting components.

Mr. Le Minh Truong - technical officer of Corporation 319, Ministry of National Defense - informed that the water level of the Red River often rises, causing many difficulties for construction. Currently, the number of workers at the site is about 20 people and will increase in the near future.
To avoid further delays, the investor requested the contractor to maximize the upcoming dry season, mobilize at least 100 workers and 5-6 construction teams, and at the same time on the riverbank sections, the ground is ready, ensuring quality control and safety.

Relevant units affirmed that they will closely monitor the scene, thoroughly handle obstacles and focus resources to put the embankment line into use according to the adjustment progress, protecting the safety of people in the next rainy and flood seasons.
