On May 16, the Office of Gia Lai Provincial People's Committee said that it had requested agencies, units, and localities to urgently rectify the situation of administrative procedure dossiers (TTHC) being delayed, overdue, not digitized, and online payment.
Over the past time, in order to improve the quality of administrative procedure resolution, the Office of the Provincial People's Committee has guided units and localities to implement electronic procedures on the province's administrative procedure resolution information system.
In which, it is required that agencies and units implement the correct procedures from receiving, digitizing dossiers, transitioning to processing, updating status, fulfilling financial obligations, fees, and charges to storing and returning electronic results according to regulations.
However, through monitoring, there is still a situation of dossiers being resolved late and overdue; the issuance of electronic results does not meet requirements; online payment is still low; the exploitation of the National Population Database has not ensured efficiency.
Some units have a large number of delayed and overdue dossiers such as the Branch of the Land Registration Office Pleiku, Dak Doa, Ia Grai, Chu Pah, Duc Co, Chu Prong; and the People's Committees of communes and wards such as Ia Hrung, Bo Ngoong, Phu Thien, Uar, An Binh, Ayun Pa and some other localities.
To rectify the above situation, the Office of the Provincial People's Committee requests the heads of agencies, units, and localities to direct officials, civil servants, and public employees to strictly implement the process of resolving administrative procedures; ensure full professional steps, and prevent errors, omissions of operations or handling outside the process.
Inspect the responsibilities of each department and individual assigned to process dossiers; clarify cases of slow progress, failure to update status, slow confirmation of financial obligations or allowing dossiers to be backlogged, overdue for a long time but without timely handling measures.
If irresponsible officials, civil servants, and public employees are detected, affecting the progress of resolving dossiers and the quality of service to people and businesses, the head of the agency or unit must promptly rectify and handle according to their authority.
Units with late and overdue dossiers must urgently review all dossiers, clearly identify the causes of each case, specifically classify and clarify the responsibilities of each agency, department, and related individual; have solutions to overcome, not to let the situation of prolonged backlog or slow reporting and slow processing occur.
