On July 18, the People's Committee of Gia Lai province submitted a document to the Provincial People's Council on the draft Resolution regulating support policies for cadres, civil servants, public employees and workers (CBCCVCNLD) affected by the arrangement of provincial and commune-level administrative units.
The policy aims to create favorable conditions for employees to stabilize their travel conditions, accommodation and working environment after the merger, thereby working with peace of mind, contributing to maintaining stability and efficiency in the operation of the state administrative apparatus after the merger.
The beneficiaries are civil servants and public employees working at Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations and public service units affected by the arrangement of administrative units.
The two proposed policy groups include: Supporting travel and working conditions for employees to change their work locations from the old Provincial Administrative Center to the new Provincial Administrative Center, with a support level of 6 million VND/person/month (2 million VND for travel and 4 million VND for housing rental).
Support travel conditions for employees who are qualified to work at the Commune-level Administrative Center after the arrangement is from 500,000 VND to 2 million VND/person/month, depending on the travel distance after the arrangement.
It is expected that the support budget for provincial-level employees in terms of travel costs and working conditions is more than 6 billion VND/month, equivalent to more than 72 billion VND/year and more than 145 billion VND in 2 years.
For employees who are transferred to work at the Commune-level Administrative Center after the arrangement, the estimated support budget is more than 4 billion VND/month, equivalent to more than 51 billion VND/year and more than 103 billion VND in 2 years.
The total estimated budget for implementing the policies in the 2 years is nearly 250 billion VND, from the provincial budget and other legal sources. The implementation period is from July 1, 2025 to June 30, 2027.
