Tens of thousands of kilograms of pigs infected with African cholera are forced to be destroyed
The Hanoi Department of Agriculture and Environment (DONRE) said: Currently, 28 households in 7 communes (including Dung Tien (now Thuong Phuc commune), Co Do, Ba Vi, Bat Bat, Suoi Hai, Doai Phuong, Son Tay) have African swine Fever epidemic, the total number of pigs forced to destroy 722 pigs, the total weight of destruction is 39.189 kg.
In areas with epidemics and dead pigs, there have been cases of dead pigs thrown out, ponds, lakes, rivers and streams, causing environmental pollution and directly causing the disease to be spread to livestock, poultry and humans.
"This is a violation of the law and will cause serious consequences that need to be thoroughly prevented" - the Department's document emphasized.
To strengthen management, control and thoroughly handle the situation of dumping dead animals and animal products into the environment; minimize the risk of disease spread, environmental pollution and protect public health, the Hanoi Department of Agriculture and Rural Development requests the People's Committees of communes and wards to strongly direct the specialized Department to closely coordinate with veterinary staff, relevant organizations and individuals to urgently review, detect and organize collection, treatment and burial of dead animals left in the environment according to technical procedures;
Handling leaks, subsidence, and odorations of landfill pits to ensure environmental hygiene and prevent disease spread; strengthening inspection and supervision of livestock owners and poultry farming establishments, especially pig farming establishments in the area, to properly implement disease prevention and control procedures;
Propagate and instruct organizations and individuals not to slaughter, buy, sell, or dump disease-prone animals, dead animals, or animal products into the environment that cause disease spread.
At the same time, review, select and arrange suitable landfilling locations; landfill locations must be marked on the commune map, recorded and kept at the commune-level People's Committee; organize burial according to the correct procedures; regularly inspect and promptly handle incidents of subsidence, subsidence, erosion, leakage, and odor of burial pits.

Establish Working Groups to strengthen patrols, control, and supervision of areas, especially in high-risk areas. Timely detect, prevent and strictly handle acts of throwing sick and dead livestock and poultry into the environment according to regulations.
In case of recidivism or causing serious consequences, criminal proceedings will be considered and prosecuted according to the provisions of Article 241 of the Penal Code 2015, amended and supplemented in 2017.
Direct the Commune Police force to preside over and closely coordinate with relevant organizations and individuals to organize verification and prepare initial records for acts showing signs of violating the law; collect evidence, consolidate documents and transfer the records to competent authorities for handling according to the provisions of law.
Strengthen propaganda and instruct livestock owners and livestock owners to strictly implement disease prevention and control measures according to the provisions of the Veterinary Law and the Documents guiding the implementation of the Veterinary Law;
People are advised to report to veterinary staff or local authorities when detecting pigs with signs of disease or death to be instructed on prevention, control and destruction measures according to procedures; focus on disseminating the risk of disease spread, especially the risk to the livestock of the family and the community.

Preventing the acts of transporting, trading, slaughtering, and dumping sick pigs
The Department requested the Department of Animal Husbandry, Fisheries and Veterinary Medicine to direct the specialized Department to coordinate with the Agricultural Service Center to guide the specialized department of the People's Committee at the commune level, relevant organizations and individuals in handling dead animals and leaked landfills and carrying out cleaning, disinfection and disinfection work to ensure compliance with regulations.
Prepare adequate materials and chemicals to meet the requirements of preventing and controlling diseases in livestock and poultry at the facility.
Strengthen information and propaganda work to raise people's awareness of African swine fever; recommend people to raise livestock in the direction of biological safety and disease safety; Proactively report when detecting sick or disease-prone animals or local authorities; do not slaughter, buy, sell, or dump disease-prone animals, dead animals, animal products that carry pathogens into the environment to spread the disease.
Coordinate with the City Police (Economic Police, Economic Security) to handle and prevent organizations and individuals from buying, selling, transporting, slaughtering, and trading animals and animal products that are affected by epidemics and diseases in the City.
The Agricultural Service Center directs inter-commune Agricultural Service Stations to coordinate with commune-level specialized agencies to organize the handling of dead animals and leaked landfills and carry out hygiene, disinfection and disinfection work in accordance with regulations.
Coordinate with the Department of Animal Husbandry, Fisheries and Veterinary Medicine to strengthen information and propaganda work to raise people's awareness of the harmful effects, the transmission nature and measures to prevent and control diseases in livestock and poultry; especially African swine Fever.
The Agricultural Extension Center, based on its functions and tasks, strengthens propaganda and disseminates to livestock farmers measures to prevent and control livestock and poultry diseases according to regulations.
On July 14, Lao Dong Newspaper published an article "Dead pigs are dumped all over the road, livestock farmers are worried about the epidemic spreading and breaking out" reflecting the situation of dead pigs dumped in the environment, causing heavy pollution.
Present at the road to Hieu Luc village (old Tan Linh commune, now Suoi Hai commune, Hanoi) on the afternoon of July 12, reporters recorded the situation of dead pigs dumped on both sides of the road. Many pigs have almost all decomposed, some of which have just been thrown onto the road. The severe pollution and foul odor make road users scared.
Faced with this situation, the local government organized a collection to destroy it. However, the destruction has made people worried, when the destruction pit is located close to the roadside, there are many people passing by.
Moreover, after about 4 days of burying, this destruction hole showed signs of leakage, giving off a foul smell, and flies were concentrated, polluting an entire area.
