On September 16, the People's Committee of Gia Lai province issued a Code of Conduct for People working at the Provincial and Commune-level Public Administration Service Centers (collectively referred to as One-Stop Officers).
According to the rules, Gia Lai province strictly prohibits one-stop-shop officials from discriminating and being indifferent when communicating and handling work; do not cause difficulties, inconveniences or waste people or organizations in the process of handling administrative procedures.
Officials are not allowed to work separately during office hours, leaving citizens waiting; not to exercise their rights or abuse their positions to harass or force people and businesses to use unnecessary services; do not make promises to "pray" when there is no legal basis; do not delay or prolong the time to receive and return results if there is no legitimate reason.
Regarding communication standards, One-stop staff must demonstrate friendliness, politeness, and professionalism; respect, listen and ask questions to clearly understand the needs of people and businesses, thereby effectively handling work.
In collective relationships, it is necessary to maintain a gentle and respectful attitude, avoid spotlessness, protect the collective reputation, and not insult or cause personal conflicts. At the same time, it is necessary to comply with the assignment and direction of the leaders; be honest in communication, not slanderous, please the leaders; proactively report and do not avoid responsibility.
In particular, when receiving feedback, recommendations, and complaints, One-stop staff must be receptive and listen. If it is within the authority, respond immediately; if it cannot be resolved, it is necessary to record it fully and coordinate with relevant departments to handle and respond promptly and transparently.
In cases where citizens are upset or loud, officials must stay calm, persistently explain, absolutely do not argue or fight. If the situation is tense, it is necessary to ask for support from the security force, invite citizens to the Citizen Reception Department to work, ensuring that the general work is not affected.
The People's Committee of Gia Lai province emphasized that the implementation of the Code of Conduct aims to build a transparent, modern, and professional administration, serving the interests of people and businesses. Thereby improving the sense of responsibility, discipline, public order, preventing corruption, creating a friendly working environment, promptly resolving difficulties of organizations and citizens.
