Many bottlenecks
In early December 2024, at the Tuyen Quang - Ha Giang expressway project through Tuyen Quang province, the entire route could not be completed on schedule, partly due to lack of land and partly due to lack of land for embankment.
The section from Km23+00-Km43+00, part of Package 20, is currently short of nearly 2 million cubic meters of fill. Many locations cannot yet construct the foundation, which greatly affects the committed project progress.
"The hilly land within the project area is available but cannot be exploited yet due to regulations related to mineral exploitation. We have worked with the investor and relevant departments but have not been able to resolve the issue yet," said a contractor.
Meanwhile, the entire Tuyen Quang - Ha Giang expressway, a 77km section through Tuyen Quang province, is currently being constructed in a "slow-moving" manner due to a lack of land. According to the investor, by the end of November, the project still had 12.74km that had not been handed over due to problems with the people.

After more than 10 months of construction, the total value of completed volume reached 250 billion VND, equivalent to 23% of the contract value. Currently, the project is lacking about 60,000m3 of land for filling and leveling. This is also a key project of Tuyen Quang province.

The total public investment capital plan managed by Tuyen Quang province is over 6.1 trillion VND. Of which, the capital allocated in 2024 is over 5.8 trillion VND, the rest is capital from the previous year carried over to this year. By the end of October, the province had disbursed about 45%, slower than the set plan.
Currently, with the Tuyen Quang - Ha Giang Expressway Project, the investor is developing a comprehensive adjustment plan as a basis for implementation, closely coordinating with districts and cities to focus on removing obstacles in terms of land to speed up construction. There are currently 265 households whose compensation plans have not been approved.
Mr. Nguyen Thien Tuyen - Director of the Project Management Board of Tuyen Quang Province's Traffic Construction Investment said that to ensure the progress by December 31, 2024, the Board is approaching each household with problems to work with the locality to resolve difficulties for each household and each point; coordinating with relevant departments and branches to advise the Provincial People's Committee to resolve dumping points and embankment soil.
At the end of November, Mr. Nguyen Van Son - Chairman of Tuyen Quang Provincial People's Committee issued an Official Dispatch directing to promote disbursement of public investment capital in 2024 and accelerate the implementation of key projects in the area.
In particular, it is recommended that investors and contractors increase human resources, materials, construction machinery and equipment in the spirit of "3 shifts, 4 shifts". Timely acceptance and payment of completed volume to disburse public investment capital, with special attention to labor safety.
Tuyen Quang State Treasury has increased the arrangement of officials and civil servants to control state budget expenditures, receive and process payment records to meet the disbursement of public investment capital in 2024.
