195m of land left
On September 27, the People's Committee of Quang Binh province said that recently, the site clearance work for the North-South Expressway Construction Project in the Eastern Region, phase 2021-2025, through Quang Binh province, has been implemented synchronously and resolutely by Party committees and authorities at all levels in the province, ensuring progress according to the set plan.
The North-South Expressway project through Quang Binh province is 126.43km long, passing through 6 districts, towns, cities and 35 communes and wards with 3,772 affected households. Of these, 551 households are subject to resettlement.
To date, 5 districts, towns and cities have completed the clearance work and handed over 100% of the cleared land to the Project Management Boards (reaching 99.85%). Currently, only about 195m in Le Thuy district (accounting for 0.15%) is still stuck because households have not agreed with the resettlement plan or received money.
The Council for Site Clearance of the North-South Expressway Project in Quang Binh province and in districts, towns and cities have fully implemented policies to ensure compliance with legal regulations, and built concentrated resettlement areas to ensure synchronization and modernity according to the general policy of the Government.
Speed up construction progress
Mr. Dang Dai Tinh - Chairman of Le Thuy District People's Committee - said that the site clearance work in Le Thuy district is more difficult because it is the longest area in the province, the project passes through the most densely populated area with nearly 1,000 households. Along with that, the land history is complicated, land transferred from forestry farms, encroached land, disputed land, no origin of land use time... so it takes a lot of time to handle. Along with that, the district is also stuck with solar power and nearly 700 graves.
Recently, Le Thuy district has carried out forced evictions against 2 households. In the coming time, it will continue to implement forced eviction measures to hand over the land on schedule.
After inspecting the progress of the North-South Eastern Expressway project, phase 2021-2025 through Quang Binh in Phu Thuy commune (Le Thuy), Secretary of the Quang Binh Provincial Party Committee Vu Dai Thang made proposals related to compensation, site clearance, and resettlement.
The Provincial Party Secretary emphasized that it is necessary to continue considering solutions to ensure harmony of interests for people and businesses.
For households subject to compensation and site clearance, after being informed, mobilized, and fully implementing policies but still not agreeing and handing over the site to the construction unit, it is necessary to implement solutions in accordance with regulations to clear the route, avoiding affecting the entire project because of a few individuals.
Difficulties in site clearance greatly affect construction work when the flood season has arrived.
Ho Chi Minh Road Project Management Board (Ministry of Transport) is the investor of the Van Ninh - Cam Lo Expressway Component Project, with a length of 33.55 km.
Mr. Chu Van Long - Deputy Head of Project Management Division 4, Ho Chi Minh Road Project Management Board - said that the weather has been unfavorable recently, so from the afternoon of September 25, the unit has just started to continue implementing the concrete content, the earthwork cannot be done because it is wet.
To help minimize the impact of the weather at the end of the year, from the beginning, the units strive to complete the software as soon as possible. In adverse weather conditions, focus on construction on contents such as concrete structures.
At the construction site, there are more than 1,400 officers, workers, and operators with about 700 locomotives and equipment of all kinds. "The project has now achieved nearly 60%. In the coming time, the unit will prioritize the implementation of concrete items to speed up progress," said Mr. Long.
