The Eastern North-South Expressway construction project for the period 2021 - 2025, section through Quang Binh province, has 3 component projects, with a length of 126.43km, passing through 6 districts, towns and cities. streets and 35 communes and wards.
To date, the length handed over to the Project Management Board is 126.82km, reaching 99.51%, currently the remaining 610m is obstructed by land. Accounts for 0.49% passing through 4 districts and towns.
Accordingly, Quang Trach district has handed over 25.29km/25.3km, the remaining 10m. Ba Don town has handed over 9.32km/9.35km; 35m remaining. Bo Trach district has handed over 28.96km/29.04km, the remaining 80m. In particular, Le Thuy district has handed over 31.46 km/31.95 km; The remaining length is 490m.
A representative of the Ho Chi Minh Project Management Board, the investor of the Van Ninh - Cam Lo component project, said that in Le Thuy district there are still nearly 500m of ground problems, these points affect the progress of the project.
“From September, the Central region begins the rainy season. This leads to many difficulties in construction, especially the soil embankment part. We hope to have clean ground to carry out land filling this August" - this representative said.
Implement enforcement
Mr. Dang Dai Tinh - Chairman of Le Thuy District People's Committee - said that there are still about 20 households with nearly 500 square meters of land that have not been cleared. The district is focusing its total efforts on implementing specific plans.
“For some households that are paying and receiving money, we are waiting for the Government's money to be allocated. As soon as it is available, we will make payments to households. In the case of these households, they occupy about 90 square meters of space" - Mr. Tinh said.
Le Thuy District People's Committee will continue propaganda and advocacy work both centrally and individually for households to receive money. For households that have campaigned three times and do not agree, after fully implementing the plans and policies, the district is planning to enforce it. The number of households in this case has 249 square meters of space.
Recently, the district decided to enforce 3 cases, but then people agreed to receive the remaining money. So for the remaining households, the district continues to make enforcement plans to ensure the fastest handover progress.
Site clearance work in Le Thuy district is more difficult because the area is the longest in the province and the project passes through the most densely populated terrain with nearly 1,000 households. Along with that, the land history left behind is complicated, with land transferred from agricultural and forestry farms, encroached land, disputes, no origin at the time of land use... so it takes a lot of time to handle. Along with that, the district also has solar power problems and nearly 700 graves.
"We will try our best to focus on carrying out the work so that we can hand over the site to the project as soon as possible" - Mr. Tinh said.
Vice Chairman of Quang Binh Provincial People's Committee Doan Ngoc Lam said that basically, affected people in the project area are very positive and unanimous in creating conditions for site clearance and handover of implementation sites. However, some households are reluctant and do not agree, affecting the progress of handing over the site to the investor.
Mr. Lam requested localities to issue enforcement decisions and develop construction protection plans for cases that do not agree with the compensation and site clearance policy according to the provisions of law.
