Plan enforcement
The North-South Expressway Construction Project in the Eastern Region, Phase 2021-2025, through Quang Binh Province, has 3 component projects, with a length of 126.43km, passing through 6 districts, towns, cities and 35 communes and wards. To date, the length handed over to the Project Management Boards is 126.04km, reaching 99.69%, currently 389m remains, accounting for 0.31%.
This land-blocked length passes through 3/6 districts and towns. Quang Trach district has handed over 25.29km/25.3km, with 10m remaining. Bo Trach district has handed over 28.03km/29.04km, with 10m remaining. Notably, Le Thuy district has handed over 31.583km/31.952km; the remaining length is 369m.
Mr. Nguyen Xuan Tuong - Vice Chairman of the Le Thuy District Expressway Clearance Council - said that the locality is developing plans to enforce compensation and site clearance for households that have been informed, mobilized, and fully implemented policies but have not yet agreed and handed over the site to the construction unit.
Chairman of the People's Committee of Le Thuy district, Dang Dai Tinh, said that the site clearance work in Le Thuy district is more difficult because it is the longest area in the province and the project passes through the most densely populated area with nearly 1,000 households. In addition, the land history is complicated, including land transferred from forestry farms, encroached land, disputed land, and land use origin unknown, so it takes a lot of time to handle. In addition, the district is also entangled with a solar power company and nearly 700 graves.
Vice Chairman of Quang Binh Provincial People's Committee Doan Ngoc Lam said that basically, the people affected in the project area are very active, agreeable, and create conditions for site clearance and handover for implementation.
The Vice Chairman of the People's Committee of Quang Binh province requested localities to issue enforcement decisions and develop construction protection plans for cases that do not agree with compensation and site clearance policies according to current law provisions.
About 200m of land in Quang Tri is still stuck.
In Quang Tri, Mr. Mai Quy Khanh - Deputy Head of Project Management Division 4 of Ho Chi Minh Road Project Management Board - said that the Van Ninh - Cam Lo expressway section through Quang Tri province is 32.53km long, and currently there are about 200m of undelivered land.
Due to the slow site clearance, the construction has to be done in sections. As soon as the site was handed over, the project investor, the Ho Chi Minh Road Project Management Board, immediately requested the construction unit to mobilize human resources and machinery for construction.
The project will construct 237 culverts of all kinds; 39 underpasses for people; and 45.6km of service roads. According to the Ho Chi Minh Road Project Management Board (the investor of the Van Ninh - Cam Lo expressway project through Quang Tri province), the reason why some locations have not been constructed is because of land acquisition problems. To speed up the progress, currently there are about 1,000 drivers, machine operators, workers and more than 650 machines and automobile equipment of all kinds working every day to speed up the progress of the work.
