Many cases...lazy to work
According to reporters, during rush hour, some beggars often appear near the IC3 overpass - the gateway to Can Tho City. In the evenings, many people wander around 30/4 Street and Tan An Ward (Ninh Kieu District).
Through contact, most of these subjects said that due to old age, extremely difficult family circumstances, seriously ill relatives, no land for production, not healthy enough to work in accordance with the needs of society, they were forced to beg to maintain their lives. For some lottery ticket sellers who begged for more, they said that the amount of money they begged for was quite small, just enough to cover daily meals.
Discussing this issue, the Department of Labor, Invalids and Social Affairs of Can Tho City said that the current situation of homeless people, beggars, and disguised lottery ticket sellers is increasing, especially during holidays and Tet, raising concerns for the city.
Typically, in September 2024, there were 2 young people wandering near the Department of Labor, Invalids and Social Affairs in a state of listlessness and fatigue. Through investigation, the subjects were from Vinh Long, due to laziness, they came here to beg. On the morning of August 30, Cai Rang district discovered 3 beggars (2 subjects were from Ca Mau, 1 subject resided in Can Tho). Through investigation, the subjects said they had been begging near the IC3 overpass for about 1 month, some days they went and some days they didn't. The 3 did not know each other and usually begged for 100,000 - 200,000 VND/person/day.
Continue to remove obstacles
Mr. Huynh Van Sanh - Director of the Social Protection Center (BTXH) of Can Tho City - informed that the unit has just received 2 more subjects verified and handed over by Ninh Kieu District Police.
Since the beginning of September alone, the center has received more than 30 people brought in by the police. At the center, homeless people have been provided with places to eat, sleep, and live, and treatment support for those showing signs of illness.
“We continue to coordinate with the police of districts and towns in propaganda and education work, doing ideological work for the subjects to help them be aware and stay away from begging, especially laziness. The solution aims to partly ensure the beauty of the city, especially tourism development work,” Mr. Sanh shared.
According to the assessment of the staff working directly at the Center, because the subjects are accustomed to a wandering and undisciplined lifestyle, they often do not cooperate, resist, and scream at first. Many cases are sponsored by relatives to go home, but a few months later, the incident recurs.
“We strive to help the subjects recover physically and mentally soon. We hope that the subjects will have the right awareness to reintegrate into the community, reducing the burden on society,” said Mr. Nguyen The Tai - Head of the Care Department (Can Tho City Social Protection Center).
Ms. Phan Quynh Dao - Deputy Director of the Department of Labor, Invalids and Social Affairs of Can Tho City - said that if the subject really needs urgent protection, the department will continue to carry out the procedures to send them to social facilities. If the subject has family or relatives, there will be solutions to support social security. "In the long term, the Department will also preside over and consult with relevant agencies and units (Court, City Police, People's Committees of 9 districts) and organize the signing of the Coordination Regulations in implementing the process, records, and procedures to send social protection subjects to social assistance facilities," Ms. Dao said.
