On June 20, Mr. Do Tam Hien - Vice Chairman of Quang Ngai Provincial People's Committee - chaired a meeting to listen to reports on the progress of projects invested by the Provincial Land Fund Development Center.
According to the report at the meeting, the Chu Van An Street and Residential Area project (section from Hai Ba Trung street to Ngo Sy Lien street, Nghia Lo ward) was approved in 2013.

By 2024, through inspection, some violations were discovered in the planning work. In which, the inspection agency pointed out the retention of 6 self-renovation areas not included in the plan, with an area of more than 1 hectare.
The Provincial Land Fund Development Center is reviewing all land plots in the plan to have a basis for advising competent authorities to handle according to the recommendations of the inspection agency.
For the Hai Ba Trung South Residential Area project (phase 1), Nghia Lo ward, the project was approved in 2016 with a total investment of 246 billion VND.
To date, the project has cleared 7/11.4 hectares of land. The Center recommends that for compensation plans that have been approved and households that have received money, continue to accelerate the implementation progress according to the inspection conclusion.
For households that have not received compensation, the Center proposes to consider developing a plan to cancel and finalize the completed volume to implement a new project.
Mr. Do Tam Hien said that because the projects have been implemented through many periods, with many different mechanisms, it is necessary to carefully study and apply the compensation mechanism in the direction that is most beneficial to the people. Regarding the Chu Van An Road and Residential Area project (section from Hai Ba Trung street to Ngo Sy Lien street), it is required to open the route in 2026.
If capital is lacking, the Provincial Land Fund Development Center must report to the Provincial People's Committee in June 2026 for the province to direct the Department of Finance to propose timely allocation of capital.

The Chu Van An road project (section from Hai Ba Trung street to Ngo Sy Lien street) is 876 m long, but after 11 years of implementation, it is still unfinished. Currently, the road is always in a dusty and muddy situation, causing people to be very upset.
The project was initially assigned to the People's Committee of Quang Ngai City (old) as the investor. In 2015, the People's Committee of Quang Ngai province transferred both the road and residential area to Quang Ngai Construction Investment and Service Business Co., Ltd. (QISC) as the investor.
After officially starting in 2016, the 876m long road began to be constructed. However, by 2020, Quang Ngai Provincial People's Committee again assigned the project to Quang Ngai City (old) People's Committee as the investor.
According to the conclusion of the Quang Ngai Provincial Inspectorate in 2023, the reason for the slow progress of the project is that there is no regulation allowing QISC Company to be assigned to manage and use state budget capital to invest in building works and residential areas that the company will manage and exploit later.
Therefore, the transfer by the Chairman of the Provincial People's Committee from the People's Committee of Quang Ngai City (old) to QISC Company as the investor of the Southern Residential Area project of Hai Ba Trung street and the Chu Van An Street project (section from Hung Vuong street to Hai Ba Trung street) is without legal basis and not in accordance with the functions and tasks of the company.
QISC Company's self-organization of the work of preparing compensation plans without experience and limited professional capacity has led to delays in compensation work, causing the project to not ensure progress and having to adjust the implementation time.
