Implementing Decree No. 279/2025/ND-CP, dated June 30, 2026, the Ministry of Public Security issued Circular No. 126/2026/TT-BCA stipulating the order and procedures for implementing the expenditure contents from the Road Traffic Accident (TNGT) Damage Reduction Fund, effective from September 1, 2026.
According to regulations, the Fund can support injured victims, families of deceased people facing economic difficulties; organizations and individuals directly participating in rescue, taking accident victims to emergency care and propaganda activities to minimize damage caused by traffic accidents.
The Circular also stipulates that there must be documents to prove that they are eligible for support from the Fund.
According to Clause 1, Article 3 of the Circular, for victims injured in road traffic accidents with a body injury rate of over 31% to below 81% who are facing economic difficulties:
Documents proving the body injury rate of the victim according to the provisions of law; conclusion or notice of traffic accident resolution from the Police agency (if any);
Confirmation from the People's Committee of the commune where the victim resides or the agency or organization where the victim studies and works about the victim or family of the victim facing economic difficulties;
Documents and invoices collecting money for injury assessment costs of victims injured in road traffic accidents according to the provisions of Clause 6, Article 11 of Decree No. 279/2025/ND-CP (if any).
Clause 2 stipulates for households with victims who died in road traffic accidents and are facing economic difficulties:
Confirmation from the People's Committee of the commune where the household resides that the household is facing economic difficulties;
Documents proving that the victim died in a road traffic accident; conclusion or notice of traffic accident resolution from the Police agency (if any).
Clause 3 stipulates for victims injured in road traffic accidents with a body injury rate of over 81%: documents as prescribed in points a, c, clause 1 of this Article.
Clause 4 stipulates for organizations and individuals directly participating in helping, treating, and taking people in road traffic accidents to emergency care: documents and images reflecting organizations and individuals directly participating in helping, treating, and taking people in road traffic accidents to emergency care.
Clause 5 stipulates for organizations and individuals directly participating in propaganda activities to minimize damage to road traffic accidents without state funding: Products and documents containing information and images of propaganda activities, documents containing information and images showing the scale of propaganda activities; Documents proving legal establishment of organizations; Other documents (if any).
Documents specified in Clauses 1, 2, 3, 4, 5 of this Article are paper or electronic copies valid according to the provisions of law.
According to Clause 2, Article 12 of Decree No. 279/2025/ND-CP stipulates: Based on the injury rate, the level of expenditure to support community integration activities and continued development for victims injured by traffic accidents with a injury rate of over 81%: expenditure not exceeding 100 million VND/injured person/time.
