The Hai Phong Traffic Construction Investment Project Management Board has just announced the progress of 5 key inner-city projects invested by the unit. The project to build Nguyen Trai bridge and embellish the surrounding urban area has a total investment of 6,312.8 billion VND, of which the main bridge package reached nearly 62%, the approach bridge package reached 85%. The Nguyen Trai - Le Hong Phong underpass alone reached 16.6% of the contract value due to problems with underground technical infrastructure and procedures for moving assets of 6 tenants.
The Bui Vien - Le Hong Phong intersection project has a total investment of 707.1 billion VND, the completed volume reached 17.14% of the contract value. The project is facing major obstacles regarding the location of receiving the waste disposal site for more than 125,500 m3 of excavated soil.
The Bui Vien - Vo Nguyen Giap intersection project has a total investment of 675 billion VND, and the construction output reached about 35% of the contract value (18/29 tunnel segments have been completed).
The Ring Road 2 project, Tan Vu - Hung Dao - Bui Vien section, has a total investment of 8,593.1 billion VND, the completed volume of the entire route reached 61.5% (package No. 20 construction of Hai Thanh bridge reached 72.37%, package No. 21 reached 25.5%, package No. 23 resettlement infrastructure reached 70%). Currently, Hung Dao ward has handed over 58.86/59.6 ha of land (reaching 98.76%) and is preparing to definitively enforce the remaining 0.74 ha in September 2026.
The project of connecting National Highway 5 with National Highway 10 with a total investment of 5,273.4 billion VND, Kien Thuy district has handed over 100% of the area (8.25 ha) and completed the relocation of ownerless graves. Kien An ward still has 470 households and Phu Lien ward still has 86 households that have not completed the site clearance compensation plan.
Secretary of the City Party Committee Le Ngoc Chau strictly pointed out the fragmentation of the bidding package, the limited coordination capacity of the joint venture, leading to the risk of slow progress, reducing the disbursement rate of public investment capital of the city to 13th - 14th in the country.
The Secretary of the City Party Committee requested to put all 5 projects under special monitoring and supervision, conduct weekly reviews and report to the Standing Committee of the City Party Committee before August 25 every month, and at the same time, contractors must complete the detailed progress roadmap and send it to the City People's Committee no later than August 25, 2026.
Regarding mandatory progress milestones, the Secretary of the City Party Committee requested the technical opening of Nguyen Trai - Le Hong Phong, Bui Vien - Le Hong Phong, Bui Vien - Vo Nguyen Giap underpasses and the entire Ring Road 2 before the Lunar New Year 2027 (before January 31, 2027), completing all these projects and putting them into use before April 30, 2027.
For the connecting route of National Highway 5 - National Highway 10, units must open the Truong Chinh tunnel to traffic before April 30, 2027, and complete the entire route before September 2, 2027. For the Nguyen Trai bridge project, strive to close in July 2027 and open to traffic in September 2027.
The Secretary of the City Party Committee assigned the Department of Agriculture and Environment to definitively resolve the location of excavated soil dumping and license the material mine immediately in August 2026. The Department of Construction will announce the price index of construction materials close to the market no later than October 10 every month. The Department of Finance will study solutions to remove contract prices. The city police prioritize traffic diversion for vehicles carrying oversized and overweight materials at night. Kien An, Phu Lien, and Hung Dao wards will complete 100% of site clearance work in September and no later than the first half of October 2026 to hand over clean ground for projects.
