The Ho Chi Minh Road project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan sections, has a total length of 51.94km. Of which, the project passes through Kien Giang province (now An Giang province) 45.3km; Bac Lieu province (now Ca Mau province) 6.67km. The project is invested by the Ho Chi Minh Project Management Board, with a total investment of more than VND 3,900 billion, starting in March 2024.
According to the Provincial People's Committee, the project is located in An Giang province (formerly Kien Giang), passing through 4 districts of Chau Thanh, Giong Rieng, Go Quao and Vinh Thuan. After the merger and implementation of the two-level local government, it will pass through the communes of Vinh Phong, Vinh Tuy, Go Quao and Chau Thanh, with a length of about 45.34 km to reclaim land, affecting 1,952 cases. The total compensation and site clearance cost is more than 648 billion VND. The area reclaimed from the project planning area is 130 hectares.
The site clearance work has so far cleared and handed over the site to the Investor for 43.533km/45.3km, reaching 96.16%.
After the compensation and support plan is approved by competent authorities, the Land Fund Development Center will coordinate with the People's Committees of communes and related units to organize the payment of compensation and support. Through the payments, up to now, the results of 1,754 cases have reached 83.9%, the recovered area has reached 94.6%.
The remaining 198 cases with a total amount of unpaid money of more than 102 billion VND, accounting for 16.1%, the area has not yet recovered, accounting for 5.4%.
However, out of 198 cases that have not received the money, 127 cases have agreed to hand over the site, 71 cases have not handed over the site corresponding to a length of about 1.4km.

The Provincial People's Committee said that due to the urgency of the project, the locality does not have a resettlement area available, and must implement a resettlement investment process in parallel with site clearance, so the resettlement arrangement is not timely, affecting progress. Currently, in Vinh Tuy commune, there is an affect on a case of a petroleum business.
Households are mortgaging Land Use Rights Certificates at banks, people whose land is recovered abroad, plots of land are being disputed, entangled in inheritance and donation procedures, people whose land is recovered and died, etc. need to supplement legal procedures affecting payment progress.
The Provincial People's Committee also said that the total number of households to be resettled is about 181 households. Go Quao, Vinh Phong and Chau Thanh communes have approved the plan, signed construction contracts and are implementing the relocation of technical infrastructure.
Vice Chairman of the Provincial People's Committee Giang Thanh Khoa said that the province has directed the transfer of stone sources of all kinds of about 200,000m3 from the stone source of the North - South Expressway project that is no longer needed to be supplied to the Ho Chi Minh Road project (at the request of the investor). Thus, the province has provided enough stone materials of more than 2.5 million m3 to serve the construction of the North - South expressway project in the East in the period of 2021 - 2025 and provided stone for the Ho Chi Minh road project.
At the same time, it is recommended that the Ministry of Construction and the Ho Chi Minh Road Project Management Board pay attention to promptly adjusting the box culvert at Km59+482.76 into a bridge with similar technical specifications to the Ba Bang Canal Bridge built on the North-South Expressway, East according to the content of the province's proposed document. The National Assembly is requested to pay attention to and agree on the policy of adding capital to continue upgrading the Ho Chi Minh road surface on National Highway 61 from Km67 - Km80 because the asphalt gravel road surface has been in operation for more than 10 years, and is currently degraded and severely damaged, posing a potential risk to traffic safety.
"In the coming time, the Provincial People's Committee will continue to direct sectors and localities to increase human resources, carry out site clearance, relocate technical infrastructure and build resettlement areas, to soon hand over the site to the Investor. Strive to hand over the entire project site by August 15, 2025," said Mr. Khoa.
