On July 23, Chairman of An Giang Provincial People's Committee Ho Van Mung chaired a working session to listen to the progress report of projects serving the APEC 2027 Conference.
According to the report of the Department of Finance, as of July 22, preparations to serve the APEC 2027 Conference in Phu Quoc Special Zone are being vigorously implemented. The province has established a Steering Committee, Subcommittees and Working Groups. The Department of Finance has requested investors and project implementation agencies to report on the detailed implementation plan development and overall progress of each project in the spirit of 6 clearly (clear people, clear work, clear time, clear products, clear responsibilities, clear authority). Complete the draft to develop a comprehensive project to prepare and organize activities within the framework of the APEC Forum 2027.
The province has granted a decision approving the investor of the Phu Quoc International Airport expansion project with a total investment of VND 21,998 billion, for a term of 70 years. The handover of infrastructure assets is expected to be completed on July 31, 2025.
Public investment projects serving APEC have been allocated VND1,465 billion from local budget capital and VND2,751 billion from central budget. The People's Committee of Kien Giang province (before the merger) issued an emergency order for 9/10 projects; the remaining projects have not been implemented, because the province is proposing to the Prime Minister to consider implementing them according to the investor selection process in special cases.
The Provincial People's Committee has directed project investors to urgently speed up the progress, completing the submission to the competent authority for project approval as soon as the general planning of Phu Quoc is approved (expected before July 30, 2025).
Regarding consulting on investor selection in special cases, the province has completed the selection of investors for 3/11 projects. For the remaining 8/11 projects, the Phu Quoc Economic Zone Management Board has been assigned to select investors in special cases for 7/8 projects and the Department of Construction for 1/8 projects.
The province has established 15 measurement teams, developing compensation, support, resettlement and site clearance plans. Seen opinions on adjusting the Provincial Planning for the period 2021 - 2030, with a vision to 2050. Deploy the proposal to collect the consensus of the Ministry of Construction to locally adjust the Phu Quoc Special Zone Master Plan (with 42 locations expected to be locally adjusted).
Speaking at the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung acknowledged the positivity of departments, branches, Phu Quoc Special Zone, project management boards, and investors despite the large workload.
The Chairman of the An Giang Provincial People's Committee requested that in July 2025, the selection of investors and contractors for all projects to serve the APEC 2027 conference must be completed. The working groups implemented the spirit of 6 clearly (clear people, clear work, clear time, clear products, clear responsibilities, clear authority).
Chairman of An Giang Provincial People's Committee Ho Van Mung emphasized: during the implementation of the project, the contents must comply with the provisions of law and working regulations. The Department of Justice, Phu Quoc Special Zone and standing agencies must closely review legal regulations; the implementation must be quick, strict, and no steps must be missed; especially the process of selecting investors in special cases.
Investment and business projects must be bid and selected according to criteria, ensuring publicity and transparency. Projects serving the APEC 2027 Conference are urgent projects that require progress and capacity, so it is necessary to select the right investors and contractors with capacity and deep expertise in the spirit of "secting talented people, not family members".
The Department of Agriculture and Environment and the Department of Justice advise and adjust inappropriate policies. Site clearance and handover need to be strictly implemented, especially in implementing policies and creating consensus for people.
