The project to invest in connecting the Noi Bai - Lao Cai expressway with the Tuyen Quang - Phu Tho expressway was approved under Decision No. 699/QD-BGTVT dated June 4, 2024 of the old Ministry of Transport (now the Ministry of Construction).
The project has a total investment of more than 692 billion VND invested by the Phu Tho Regional Project Management Board. From mid-February 2025, the construction package of the project will complete the contractor selection and construction deployment.
The expressway is built with a total length of more than 2.7km through Phu Tho ward and Phong Chau ward (mainly belonging to Phu Tho ward), helping to connect the IC9 intersection of Noi Bai - Lao Cai expressway and the ending point of Tuyen Quang - Phu Tho expressway.
According to records of Lao Dong Newspaper reporters in the last days of July 2026, after more than 1 year of urgent construction, the road connecting 2 key expressways has been completed.

Overview shows that many vehicles have moved on the main route straight, through the overpass at the provincial road intersection 315B to go straight to the Tuyen Quang - Phu Tho expressway.
Along with that, the contractor has also completed the final items such as: Extensible joints, traffic safety system, smart traffic system on the route and service roads.
Mr. Han Duc Manh - a resident of Phu Tho ward - shared: "The newly completed road makes traffic in the area increasingly modern, helping cars traveling on the highway have a separate, faster and safer route.
Talking to Lao Dong Newspaper reporters on the morning of July 29, Mr. Do The Nam - Deputy Director of Phu Tho Regional Project Management Board - said that up to now, the construction deployment has been completed.

The project is in the process of completing dossiers and traffic safety appraisal to proceed to acceptance and handover to put the project into operation in August" - Mr. Nam shared.
The project when put into use will help reduce the load on the Ho Chi Minh road, reduce traffic accidents, improve the exploitation capacity and investment efficiency of 2 key expressways, contributing to promoting socio-economic development.
