Responding to voters' expectations
As Lao Dong newspaper reported from mid-December 2025, at Ha Hoa commune cluster, the National Assembly Delegation of Phu Tho province met with voters after the 10th session, 15th National Assembly.
Here, voters in Ha Hoa commune proposed to soon deploy investment to implement a tourism project in the Ao Chau lagoon area, contributing to tourism development in the area.
The Ao Chau Urban, Cultural, Sports and Golf Service Area project has an area of about 328.26ha (accounting for 67.29% of the sub-area planning area). Population scale is about 7,320 people; tourist scale is about 2,000 people.
The project includes 4 sub-zones: Southern urban area 38.22ha; Eastern urban area 117.22ha; 36 hole golf course area 137.77ha; tourism service area 35.05ha (excluding existing residential land; sub-zone E - Resettlement area and Ao Chau lagoon water surface).

Based on the planning and current land use status, to ensure the project is implemented in the next steps, the Department of Construction proposed 2 options to the Chairman of Phu Tho Provincial People's Committee.
Accordingly, option 1 - separate into 2 independent projects, which are the Urban Area Project and the Ao Chau Golf Course Project; Option 2 - merge into 1 mixed project (mixed urban area service and golf course project).
Discussing this content, leaders of the Provincial People's Committee and departments, branches, and related units analyzed the selection of implementation plans to ensure the province is optimal and suitable to the actual context.
Accordingly, delegates all agreed to choose option 2 - combined into a mixed project to ensure feasibility.
Along with that, it is proposed to select investors with financial capacity to implement the project.

Giving opinions on this content, Chairman of the Provincial People's Committee Tran Duy Dong affirmed that this is a key project; when put into operation, it will create resources for growth and create jobs for Ha Hoa commune and surrounding areas.
The Chairman of Phu Tho Provincial People's Committee agreed with the selection of option 2 for implementation; and assigned the Department of Construction, based on the consensus of departments and sectors, to summarize and implement the project investment steps according to regulations.
Ready to deploy key projects
Talking to a reporter of Lao Dong Newspaper, Mr. Tran Dinh Thin - Vice Chairman of Ha Hoa Commune People's Committee said that Ao Chau lagoon has a lot of potential for developing ecotourism and resorts, a large project being implemented to exploit the potential of Ao Chau lagoon has been nurtured by the locality for a long time.
To best prepare for the project in the future, for many years, the former Ha Hoa district government and the current Ha Hoa commune have regularly propagated and mobilized people about preserving the landscape in the Ao Chau lagoon area.

Therefore, site clearance is forecast to be favorable, so the project can be implemented quickly" - Mr. Thin shared.
However, in recent years, the project has encountered problems with procedures and land, most recently problems with the Lao Cai - Hanoi - Hai Phong Railway project (going through the project scope).
Up to now, the key railway line has changed direction (through Am Ha commune, former Ha Hoa district), obstacles have been removed, hopefully the project will select an investor and be implemented soon" - Mr. Thin hoped.
Ao Chau lagoon in Ha Hoa commune, Phu Tho province is known as "Miniature Ha Long Bay" with 300ha of water surface, 100 large and small islands and 99 water branches, picturesque landscape, cool climate all year round. Along with that, the area has many rare flora and fauna species, with medicinal value.
