Voters in Thai Nguyen suggested that there should be effective solutions to promptly handle and resolve the difficulties and obstacles of the toll station on National Highway 3 (Bo Dau station, refund capital for the investment project to build the Thai Nguyen - Cho Moi route and upgrade and expand National Highway 3 section Km75 - Km100 under the form of a BOT contract) to promote socio-economic development and contribute to ensuring security and order in the locality.
After studying, the Ministry of Construction responded as follows:
During the implementation of procedures to implement the Thai Nguyen - Cho Moi (Bac Kan) Road Construction Investment Project and the upgrading and expansion of National Highway 3 section Km75 - Km100 under the form of a BOT contract (abbreviated as Thai Nguyen - Cho Moi BOT Project) and before approving the Thai Nguyen - Cho Moi BOT Company Limited project to build 02 road toll stations at Km72+930 (Thai Nguyen - Cho Moi road) and Km77+922.5 National Highway 3, the Ministry of Transport (now the Ministry of Construction) has consulted with relevant agencies and local authorities on the location and plan to ensure traffic safety in the area and has been approved and agreed by the agencies.
In fact, the collection of tolls to recover capital for the Thai Nguyen - Cho Moi BOT Project, Thai Nguyen province, mentioned above, has only been carried out at the station on the Thai Nguyen - Cho Moi route (not yet implemented at National Highway 3 station), leading to a decrease in revenue compared to the contract and the need for solutions to handle problems.
Currently, the Ministry of Construction has drafted a Decree to the Government to issue detailed regulations on handling problems of the BOT traffic project. When the Decree is issued (expected in 2025), the Ministry of Construction will completely handle and remove the difficulties and obstacles of the Project.
