Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen has just signed and issued Official Letter No. 5316/UBND-NNMT dated September 29, 2025 on strengthening the handling of violations within the scope of protection of irrigation works.
Accordingly, the City People's Committee directs departments, branches, sectors and People's Committees of communes and wards to organize the implementation and strictly implement Directive No. 15/CT-UBND of the Chairman of the City People's Committee on strengthening the work of preventing, stopping and handling violations within the scope of protection of irrigation works.
The People's Committees of communes and wards focus on handling 220 remaining violations in 2025, especially violations that have been urged by the Department of Agriculture and Environment many times but have not been handled to date, before October 30, 2025; at the same time, coordinate with irrigation companies to develop a plan to handle existing violations before 2025.
Strengthen propaganda and dissemination of legal regulations on the protection of irrigation works to the people.
Consider and handle the responsibility of relevant leaders, collectives and individuals for administrative violations within the protection of irrigation works without taking measures to handle them in accordance with the provisions of Decree No. 19/2020/ND-CP of the Government and Decree No. 93/2025/ND-CP of the Government.
Irrigation companies should strengthen inspections, promptly prevent new violations at irrigation works assigned to management; not let old violations recur and expand. Strictly implement the provisions of Decision No. 37/2023/QD-UBND of the City People's Committee.
Develop a protection plan for irrigation works according to regulations; coordinate with local authorities to organize the implementation of the approved plan.
Guiding organizations and individuals to carry out procedures to request licenses for activities within the scope of protection of irrigation works that must be licensed according to regulations.
Coordinate with local authorities to monitor and urge the punishment of violations; strengthen the dissemination of laws on irrigation.
The Department of Agriculture and Environment strengthens inspection, urges and guides relevant localities and units to organize handling of violations. Preside over and coordinate with media agencies and local authorities to promote propaganda and dissemination of laws on irrigation, raising awareness and responsibility of people, organizations and relevant agencies in protecting irrigation works.
