The Ministry of Agriculture and Environment has just issued a telegram on opening the bottom spillway of Tuyen Quang hydroelectric reservoir and opening the bottom spillway of Hoa Binh hydroelectric reservoir. The dispatch clearly stated that at 9:00 p.m. on September 29, 2025, the upstream water level of Tuyen Quang Lake was at elevation of 119.09m, downstream water level was 51.80m, downstream water was 2,278m3/s, total downstream flow was 1,209m3/s; the upstream water level of Hoa Binh Lake was at elevation of 115.39m, downstream water was 12.56m, downstream water was 11,247m3/s, total downstream water was 3,905m3/s;
Implementing the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company and the Director of Hoa Binh Hydropower Company:
Continue to open 1 bottom spillway gate of Tuyen Quang hydroelectric reservoir at 03:00 on September 30, 2025.
Continue to open 1 bottom spillway of Hoa Binh hydroelectric reservoir at 03:00 on September 30, 2025.
Closely monitor the developments of floods, construction safety, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) and relevant agencies according to regulations.

Along with that, the Ministry of Agriculture and Environment sent an official dispatch to the People's Committees of Tuyen Quang, Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh provinces and cities regarding ensuring safety downstream when operating Tuyen Quang and Hoa Binh hydroelectric reservoirs.
The Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to immediately notify authorities at all levels, people, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals, vertical boats; review and ensure the safety of works under construction; sand mining activities, gravel transit to know about flood discharge information in Tuyen Quang and Hoa Binh hydroelectric reservoirs to proactively take preventive measures to ensure safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
Previously, 1 bottom spillway gate of Hoa Binh hydroelectric reservoir and 1 bottom spillway gate of Tuyen Quang hydroelectric reservoir were ordered to open at 8:00 p.m. on September 29.
