Storm No. 10 Bualoi has caused widespread impacts, causing damage to both people and property. Faced with that reality, the National Center for Hydro-Meteorological Forecasting soon assessed the development of this storm.
Accordingly, on the evening of September 26, a storm with the international name Bualoi entered the eastern sea of the central East Sea, becoming the 10th storm in 2025 with a strong intensity of level 12, gusting to level 15, moving west-northwest at an average speed of about 35km/h.
After entering the East Sea, the storm will maintain its intensity, direction and speed of movement. Storm No. 10 is assessed by experts as a strong storm, with some rare characteristics.

The first rare point, according to Mr. Hoang Phuc Lam - Deputy Director of the National Center for Hydro-Meteorological Forecasting, is the average speed of storm No. 10 moving very fast, up to 30 - 35km/h (twice faster than normal storms).
"The second is that the time of storms on land that extended in Nghe An - Bac Quang Tri provinces lasted less than 12 hours (from about 10:00 p.m. to 11:00 p.m. on September 28 when the storm entered the mainland of Nghe An - Bac Quang Tri, to 10:00 a.m. on September 29, the storm intensity was still maintained) - Mr. Lam analyzed.
Third is the storm circulation causing heavy rain in the entire North and Thanh Hoa to enter Hue city (there are places with over 500mm of rain) which is quite rare.
Due to the influence of storm No. 10, at Co To station (Quang Ninh), there were strong winds of level 7, gusting to level 9; Bach Long Vi station (Hai Phong) had strong winds of level 8, gusting to level 9; Hon Ngu station (Nghe An) had strong winds of level 10, gusting to level4; The water rose due to the storm at 1.6m high; Con Co station (Quang Tri) had strong winds of level 10, gusting to level 11...
On the mainland along the coast of the provinces from Quang Ninh to North Quang Tri, there were strong winds of level 6-9, gusting to level 10-12, near the storm center level 10-11, gusting to level 14, at Dien Chau station (Nghe An) strong winds of level 11, gusting to level; Hoanh Son station (Ha Tinh) strong winds of level 11, gusting to level4; Ky Anh station (Ha Tinh) strong winds of level 10, gusting to level 12.
Fourth is the circulation of strong storm winds from level 6 and above spanning 11/21 coastal provinces, in which the area with strong winds from level 8 extends from Ninh Binh to Quang Tri, the area of South Ha Tinh - North Quang Tri is also the area affected by the storm's center, the strongest wind is generally level 10-11, gusting to level 13-14" - Mr. Lam analyzed.
The fifth point, according to the representative of the meteorological agency, is that there were major floods on many rivers (most of the rivers exceeded alert level 3) Kien Giang (Quang Tri), upstream of Chu River, Ma River (Thanh Hoa), Ca River (Nghe An), Ngan Pho (Ha Tinh) have exceeded alert level 3; other rivers from Thanh Hoa to Thua Thien Hue are above alert level 1 to above alert level 2.
Sixth is the risk of landslides, flash floods, and flash floods occurring in most of the Northern provinces, Thanh Hoa to Hue city, especially the Thanh Hoa-Ha Tinh area.
