Vice Chairman of Hanoi People's Committee Truong Viet Dung has just signed and issued a decision on allowing Sao Vang Rubber Joint Stock Company to change the land use purpose of 62,389.46m2 of land and use 45.5m2 of residential land to implement the project of building a commercial service and high-rise housing complex at 231 Nguyen Trai Street, Khuong Dinh Ward.
Location, boundaries, and land area determined in the Land Use Planning Master Plan (QH-04) scale 1/500 prepared by Vietnam Architecture Planning Co., Ltd. in December 2025.
In the total area of 62,434.96m2 of land, there are 16,645m2 of land with the planning function of mixed land - symbol HH (houses, commercial, services, offices, kindergartens, gardens and internal traffic roads...); 8,134m2 of land with the planning function of city public land - symbol CCTP (hotels, commercial, services, offices, finance, banking, health, culture, gardens and internal traffic roads...); 11,726m2 of land with the planning function of residential area public land - symbol CCKV (trade, services, culture, health, offices, hotels, gardens and internal traffic roads...).
2,107m2 of land with planning function as public land for residential units - symbol CC (services, health, culture, administrative management serving the regular needs of residents in residential units...); 8,205m2 of land with planning function as secondary school land; 7,791m2 of land with planning function as green land for residential units - symbol CX (flower gardens, green trees, sports, entertainment, services...), below is a basement (in land plot symbol CX1); 6,966.96m2 of land to open roads according to the plan (located within the red line, excluding internal roads in the land area).
The City People's Committee assigned Sao Vang Rubber Joint Stock Company to be responsible for contacting the Department of Agriculture and Environment, the Department of Construction, Hanoi City Tax Department, and the State Treasury of Region I to carry out relevant procedures.
At the same time, contact the Hanoi Land Registration Office, Khuong Dinh Ward People's Committee to adjust cadastral records and land databases according to regulations.
Sao Vang Rubber Joint Stock Company uses land area within the boundaries and boundary and for the right purpose and content; implements investment projects in accordance with the law on land, investment, housing, real estate business, planning, construction, environment, fire prevention and fighting...; ensures owner's equity participates in project implementation throughout the investment implementation process as prescribed; ensures the management and use of state capital and assets at enterprises as prescribed.
Along with that, ensure full conditions according to the provisions of law before implementing the project according to regulations; synchronously invest in technical infrastructure and social infrastructure works in accordance with regulations, investment content, investment commitments and complete before completing housing projects; Coordinate with relevant agencies and units to synchronously connect with regional technical infrastructure, plant green trees to create urban landscapes according to regulations.
Khuong Dinh Ward People's Committee is responsible for supervising and inspecting the management and use of the allocated and leased land area within the boundary and landmarks, for the right purpose according to the provisions of law.
