Hanoi is preparing conditions such as improving the capacity of public passenger transport, establishing transit parking points to serve the pilot program of limiting fossil fuel-using cars and motorbikes by region, and at the same time controlling emissions according to a roadmap.
Resolution 57/2025/NQ-HĐND on the implementation of Low Emission Zones (LEZs) in Hanoi City with the main goal of limiting vehicles with high emissions, promoting green traffic and gradually improving air quality in the central area of the Capital.
According to the roadmap, Hanoi City will deploy the Low Emission Zone from July 1, 2026 to January 1, 2030, from Ring Road 1 to Ring Road 3. The pilot phase is expected to be implemented in some areas in Ring Road 1, starting from July 1, 2026, including wards: Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha and Tay Ho.
Representatives of the Hanoi Department of Construction said that Hanoi City is implementing the development of a low-emission zone project within some areas of Ring Road 1, clearly defining the scope, subjects of application, implementation roadmap and technical and management solutions suitable to the actual conditions of the Capital.
The application from July 1, 2026 is a regional pilot, focusing on emission control for cars, motorbikes, and mopeds; with a roadmap, scope, time and appropriate subjects, not yet deployed simultaneously on the entire Ring Road 1.
According to representatives of the Hanoi Department of Construction, Hanoi City has prepared public passenger transport capacity to support people. Ring Road 1 area currently has 2 urban railway lines (2A and 3.1 lines) with a total capacity of about 462,000 passengers/day, along with 45 subsidized bus routes, network density reaching 2.71 km/km2, capacity to supply more than 903,000 passengers/day.
Hanoi also aims to maximize the proportion of green buses operating in Ring Road 1 before the pilot period, prioritizing routes operating directly in the region.
It is expected that in the second quarter of 2026, Hanoi City will add more public bicycle stations to solve the connection of the final stage, and at the same time study opening more small-sized electric bus routes suitable for the characteristics of narrow alleys and streets in the belt area.
For transfer parking points, the Department of Construction is developing a plan to arrange parking lots at gateway locations adjacent to the pilot area, creating conditions for people to park personal vehicles and switch to using public transport. Initially, more than 210 locations have been reviewed in areas belonging to Ring Road 1; the review process is still ongoing to complete data.
Regarding the infrastructure of charging stations and battery exchange cabinets, the inter-sectoral working group according to Decision No. 3763/QD-UBND dated July 14, 2025 has developed a plan to prioritize the deployment of a network of compact battery exchange cabinets in suitable public spaces. The battery exchange time is expected to be only 2-3 minutes, contributing to solving the problem of fire safety and firefighting as well as space limitations in old apartment buildings and old quarters.
This plan has been submitted to the Hanoi People's Committee and is expected to be implemented soon. The actual installation time, after completing the procedures, is only about 1-3 days.
The Hanoi Department of Construction is also coordinating to complete the draft resolution on policies to support the conversion of vehicles using clean energy to submit to the Hanoi City People's Council for consideration. The policy framework is proposed in the direction of clearly classifying subjects, creating favorable conditions for the conversion process, limiting impacts on people and businesses. The specific content and level of support will be announced after the Hanoi City People's Council approves.
