Hanoi People's Committee has just issued Decision No. 201/QD-UBND approving the list of villages and communes in ethnic minority and mountainous areas; communes in ethnic minority and mountainous areas according to the development level (area I) of the city in the period 2026-2030.
According to the decision, Hanoi has 6 villages belonging to ethnic minority and mountainous areas, including: Dong Ke village (Tran Phu commune) and Dong Vang, Co Rua, Dong Am, Tran Voi, Dong Vo villages (Phu Cat commune).
In addition, the city has 5 communes in ethnic minority and mountainous areas according to the development level (area I communes), including: Yen Xuan, My Duc, Ba Vi, Suoi Hai and Yen Bai.
The above-mentioned villages and communes fully enjoy the policies for ethnic minority and mountainous areas according to current regulations.
According to Decree No. 272/2025/ND-CP dated October 16, 2025 of the Government on zoning ethnic minorities and mountainous areas in the period 2026-2030, mountainous villages are villages that meet at least one of two criteria: having 2/3 of the natural area located at an altitude of 200m or more above sea level; or having 2/3 of the natural area with a slope of 15% or more.
Mountainous communes are communes that meet at least one of two criteria: having 2/3 of the natural area located at an altitude of 200m or more above sea level; or having 2/3 or more of the villages being mountainous villages.
