Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang has just signed and issued the Plan to Implement the Master Plan of Hanoi Capital with a 100-year vision.
According to the plan content, the City People's Committee assigned departments and branches to organize the implementation of the Capital's Master Plan, which focuses on concretizing 10 key task groups of the Hanoi Capital Master Plan with a 100-year vision, including:
On environmental protection and flood treatment: Basically solve water, air and waste pollution with modern technology. Restoring the vitality of rivers and eliminating flooding by regulating lakes and rainwater storage underground tanks. Separating and thoroughly treating wastewater and promoting the green development roadmap.
Regarding urban order and traffic congestion: Basically thoroughly handle prolonged traffic congestion points by 2030. Prioritize dispersing traffic out of the inner city, accelerate the progress of road traffic projects, bridges across rivers and urban railway systems combined with rebuilding old streets.
Regarding food safety and hygiene: Planning concentrated agricultural production areas and industrial slaughtering networks. Building a digital food traceability data system and standardizing street food business points.
Regarding economic development: Converting to a growth model based on productivity, science and technology, and innovation. Building free trade zones and high-tech zones; developing tourism and cultural industry into key economic sectors.
On science and technology and innovation: Building an innovation ecosystem with Hoa Lac Hi-Tech Park as the nucleus. Applying digital data, simulation models and deploying "State - School - Investor" linkages in the operation of key laboratories.
On digital transformation: Promoting comprehensive digital transformation, building a Smart City. Synchronously developing digital infrastructure, shared AI platforms and ensuring network security, forming a safe and reliable digital ecosystem.
Regarding urban reconstruction: Implemented according to a multi-polar - multi-center model with a multi-layered structure. Prioritize preserving spaces with unique value in the historical inner city; closely integrate reconstruction areas with public transportation systems and underground spaces (TOD).
Regarding human resources: Focus on restructuring and improving the quality of human resources in the fields of high technology, finance and public administration. Establish a specific mechanism to attract leading experts to play the role of chief engineers.
On the Capital governance model and development of the Capital region: Establishing a smart governance model, based on real-time data. Implementing thorough decentralization and delegation of power and presiding over and coordinating inter-regional issues such as planning, infrastructure, and environment.
Building a multi-layered, multi-layered urban space structure: Developing solid urban areas (underground - ground - elevated) associated with TOD to optimize land use. Promoting low-lying economy based on the 3D digital urban platform.
Also according to the plan, in the city, it is necessary to organize the development of a total of 81 plans (5 underground space and specialized technical infrastructure plans, 63 urban sub-area plans, 13 functional sub-area plans).
Among these, 47 plans (58,02%) continue to be implemented on the basis of inheriting and further developing plans according to the plan that had been implemented before and 34 plans (41.98%) are newly developed plans according to new development orientations.
