The Hanoi People's Committee has just issued Document 4329 on the implementation of a number of free utilities to serve organizations and individuals performing administrative procedures at branches and public administrative service points in Hanoi.
Accordingly, the Hanoi People's Committee approved the policy of allowing the City Public Administration Service Center and the People's Committees of communes and wards to synchronously deploy 15 groups of free utilities at centers, branches and public administrative service points.
This is a specific move to improve people's experience, encourage online application submission, promote administrative procedure reform and build a modern and humane government.
According to the document attached list, free utilities include: high-speed wifi; photocopy and printing documents; pens, sticks, cover of documents; providing declaration form; support for online procedures; legal advice; support for installing VNeID and iHanoi applications;
Create a personal digital signature; automatically notify the status of the application via Zalo, SMS, Email; charge mobile device batteries; digital library space and trees; drinking water, snacks; reception robots; basic medical equipment and support equipment for the elderly, vulnerable people, people with disabilities...
These utilities are arranged directly at reception areas, declaration support counters, waiting areas... to meet practical needs, support quick operations and save time for people, especially the elderly, the disadvantaged or citizens from remote areas.
Notably, reception robots will be applied at some points to guide the process, look up information, orient people to the reception counter, helping to reduce the burden on staff, while enhancing the modern and friendly image of the city government.
The Hanoi People's Committee requests the City Public Administration Service Center to proactively balance the funding source from the 2025 estimate assigned in Decision No. 6399 dated December 12, 2024 to implement, ensuring efficiency, savings, no waste, and loss. In case there are not enough resources, the Center is responsible for reporting to the Department of Finance to advise the City People's Committee to adjust and supplement in a timely manner.
For the People's Committees of communes, wards and cities, it is recommended that, based on actual conditions, appropriate budgets be allocated to provide the above free utilities at public administrative service points managed by localities, ensuring compliance with regulations and not causing costs for people.
The Department of Finance is assigned to guide units in allocating and using funds in accordance with legal regulations.
All of the above contents will be unified and synchronously deployed throughout the city from August 1, 2025.
