Ngoc Ha Ward People's Committee has just announced the plan to organize the enforcement of land recovery to implement the Project to Complete and Connect Technical Infrastructure of 7.2ha Vinh Phuc area, Vinh Phuc ward, Ba Dinh district (now Ngoc Ha ward).
According to Ngoc Ha Ward People's Committee, the project to complete and connect technical infrastructure in the 7.2ha Vinh Phuc area was approved for investment policy in Document No. 637/HDND-KTNS dated November 27, 2017 of the Hanoi City People's Council.
On November 13, 2019, the Hanoi People's Committee issued Decision No. 6588/QD-UBND approving the Feasibility Study Report of the Project to Complete and Connect the Technical Infrastructure of the 7.2ha Vinh Phuc area.
On November 12, 2024, the Hanoi People's Committee issued Decision No. 5895/QD-UBND approving the adjustment of the Feasibility Study Report for the Construction Investment Project of Completing and Connecting Technical Infrastructure of the 7.2ha Vinh Phuc area.
Based on the Drawing of the Red Line Boundary at a scale of 1/500; the drawing determining the project boundary at a scale of 1/500; Ba Dinh District People's Committee has established the Compensation for Damage and Resettlement Council, the Working Group assisting the Compensation for Damage and Resettlement Council. Ba Dinh District People's Committee has held a people's meeting and publicly announced the project implementation and issued land recovery notices to households within the project scope and implemented procedures in site clearance for project implementation.
Ba Dinh District People's Committee has also issued Decisions approving plans and recovering land for 92/92 plans.
Up to now, 90/92 plans have been completed for site clearance, construction demolition has been organized, materials have been collected from households to hand over the site, ground clearance has been carried out (electricity, water, telecommunications...), and culvert construction has been carried out.
Currently, there are still 2 plans of Mr. Nguyen Van Vinh's household and Mrs. Nguyen Thi Quang's household at the land clearance address of alley 462 Buoi street that have not been handed over. The location of 2 land plots is located in the middle of the new road according to the design. Failure to construct this location will affect traffic in the area not achieving the initial target when implementing the project.
Therefore, Ngoc Ha Ward People's Committee organized the enforcement of land recovery, organized construction, and cleared the road at alley 462 Buoi street.
The expected enforcement time is from 7:00 AM on January 15, 2026 until the enforcement work is completed.
