The goal of the Plan is to mobilize all resources, synchronously deploy solutions, apply advanced scientific and technological achievements in the field of ensuring traffic order and safety, preventing traffic congestion towards building a synchronous, modern and smart Hanoi urban transport system, developing public passenger transport and managing traffic needs as the core.
Along with that, important indicators are set: The ratio of land for traffic is at least 14 -16%; land for static traffic is at least 1%. Public passenger transport meets the travel needs of people: 30% - 35%. Complete 100 km of urban railway (complete 5 routes and sections); open at least 20 - 24 new green bus routes.
Complete 9 bridges across the Red River and Duong River: Complete the bridges: Tu Lien, Ngoc Hoi, Tran Hung Dao; Start and complete the Thuong Cat Bridge; Start and complete the bridges: Hong Ha, Me So, Giang Bien, Le Chi, Van Phuc.
Complete the closure of the belts: 1-2-2.5-3.3-3.5-4. Invest in replacing, renovating and repairing the entire system of weak and temporary bridges. Eliminate serious congestion points; reduce at least 30-40% of existing congestion points.
Increase communication capacity at 50 key intersections with solutions for traffic organization and smart signal control. Complete and open the operation of belt routes, key centers and 05 river overpasses.

For the group of long-term solutions (10 groups of solutions), in which investment in the construction of road transport infrastructure: Focus on investing in the construction of the belt road system (1, 2, 2, 5, 3, 3.5, 4, 5), 18 traffic connection axes, 11 bridges over the Red River, Duong River (focusing on 9 bridges: Tu Lien, Ngoc Hoi, Tran Hung Dao, Thuong Cat, Hong Ha, Me So, Giang Bien, Le Chi, Van Phuc), 5 overpasses at intersections as well as connecting and interconnecting routes, projects to reduce traffic congestion in the inner city. The total estimated investment is about 528,423 billion VND.
Invest in building an urban railway system: Focus on investing in building an urban railway system to complete 5 routes (No. 2, 2A, 3, 5) with a length of 100 km in the 2026-2030 period and 8 routes (No. 1, 2, 3, 4, 6, 7, 8, Satellite line: Son Tay - Hoa Lac - Xuan Mai) with a length of 301km in the 2031-2035 period.
The total estimated investment is 37.703 billion USD, equivalent to about 993,395 billion VND, from budget capital, bond loans, ODA loans and other mobilized capital sources.
Static traffic: Invest in a new inter-provincial parking lot system in line with the process of urban expansion and development, gradually converting functions, relocating bus stations in the Ring Road 3 area.
