Hanoi City is currently soliciting public opinions on the draft Resolution regulating the form of use and exploitation of agricultural land funds on riverbanks and floating areas on riverbanks with dykes in the city.
This Resolution stipulates the form of use and exploitation of agricultural land funds in the river and floating beaches in the river with dikes for agricultural production, ecological and agricultural production combined with tourism, education and experience to ensure the principle of construction on agricultural land in the river and floating beaches in the river with dike rivers and dikes must be in line with the planning and flood prevention of dikes, dike planning, other plannings and plannings.
Accordingly, it is allowed to use and exploit agricultural land funds at riverbanks and floating areas on riverbanks with dykes for traditional agricultural production.
Agricultural production on riverbanks and floating areas must prioritize crops that are well-cted, native trees and suitable for soil and climate conditions in the area. Recommended crops include: flowers, short-term crops, medicinal plants and vegetables.
Organizations and individuals using agricultural land are allowed to convert crop and livestock structure to use land for multiple purposes according to the provisions of Article 218 of the Land Law; are allowed to use a part of the land area to build works directly serving agricultural production: barns, farms to serve workers; agricultural processing and preservation works, containing pesticides, fertilizers, machinery, tools, tools and other auxiliary works of similar nature.
Conditions for using part of the land area to build works directly serving agricultural production: The area of agricultural land with a total area of 300m2 or more; the construction location of the works is outside the protection area of dykes, irrigation, and outside the flood drainage corridor of the river with dykes...
Constructions serving agricultural production in the form of greenhouses, greenhouses, greenhouses, using environmentally friendly materials, easy to disassemble; no construction of surrounding walls, fences, roofing, no leveling, high-rise riverbank can be used up to 100% of the land area.

Organizations and individuals using and exploiting agricultural land funds on riverbanks and floating areas on riverbanks with dykes for ecological agriculture, agriculture combined with tourism, education and experience must comply with regulations on multi-purpose combined land use according to Article 218 of the Land Law and Article 99 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government; are allowed to use a part of the land area to build works serving ecological agricultural production, agriculture combined with tourism, education and experience.
Types of construction works include: shacks, camps to serve workers; Agricultural products, containing pesticides, fertilizers, machinery, tools and tools; Preliminary area, environmental treatment area, agricultural by -products; High -tech agricultural production area; Product introduction area; public area, reception, management, training and administration and services; ecological garden; Practice area, livestock model, cultivation, entertainment area and other technical infrastructure works.
The form and structure of the construction works are consistent with the characteristics of the riverbank and floating beach terrain, complying with construction design requirements, ensuring safety and not affecting the flow, flood drainage, stabilizing riverbank banks; not building banks or high-rise riverbanks.
The structure of the project is semi-solid, using environmentally friendly materials, easy to dismantle and move; the construction work is 1-storey (altitude is not more than 4m), without a basement.
