On the afternoon of May 1, speaking with Lao Dong Newspaper, Mr. Nguyen Phuong Nam - Vice Chairman of the People's Committee of Quy Nhon City (Binh Dinh Province) - said that he had visited Binh Dinh Provincial General Hospital to visit and encourage the victims of the tragic water motorbike accident that occurred in the Hon Kho area (Nhon Hai Commune, Quy Nhon City).

"Immediately after grasping the incident, I came to condolences to the baby's family to die, and visited the injured victims. The city also supported 10 million VND and taken care of accommodation, brought the baby to death to the countryside. In the case of injury, the locality will support 3 million VND," Mr. Nam informed.
According to initial information, at around 10:30 a.m. the same day, while moving at sea in Hon Kho area (Nhon Hai commune, Quy Nhon city, Binh Dinh), the water motorbike suddenly lost control, plunged ashore and caused an accident, killing 1 person and injuring 3 others.

Binh Dinh General Hospital confirmed that the hospital has received 4 victims related to the above accident. Among them, an 8-year-old child (residing in Hanoi) died from severe injuries. A 14-year-old child (also residing in Hanoi) was seriously injured and is currently being treated in the Department of Neurosurgery. The remaining two cases were slightly injured and are being monitored.
Through verification, the person driving the water motorbike in the accident was Mr. La Van Lo (born in 1988, residing in Nhon Hai commune). The 8-year-old child who died was Doan Pham Minh K, the seriously injured child was Doan Pham Kieu N (14 years old).

According to the Vice Chairman of Quy Nhon City People's Committee, because of her grief, K's mother fainted, and her father was still shocked and sat next to K's body. K's grandmother was still anxiously waiting for news of N in the operating room.
"Seeing this scene made me feel heartbroken. I have directed departments and sent people to the hospital to be on duty to support the victims' families," Mr. Nam shared.
Mr. Nam said that recently, the city has issued a document to rectify and strictly prohibit water motorbikes and canoes that are not qualified to operate. However, there are still cases of arbitrarily putting vehicles into operation, under the negligent management of local authorities.
"Currently, the Border Guard is coordinating with the waterway traffic police to verify and clarify whether Mr. Lo is allowed to drive a water motorbike or not. After having the inspection results, if violations and violation levels are detected, they will be strictly handled, absolutely no cover-up or tolerance", Mr. Nam affirmed.
The Vice Chairman of the People's Committee of Quy Nhon City also admitted the responsibility of local authorities in managing water motorbikes and canoes when the above accident occurred.
"After the authorities have the conclusion, the city will consider the responsibility in the management of the People's Committee of Nhon Hai commune, and will have a specific handling direction," said Mr. Nam.
