On April 30, 2025, on behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 66-NQ/TW on innovation in law making and enforcement to meet the requirements of national development in the new era.
This is a Resolution of special importance for the work of law making and enforcement.
In Resolution No. 66-NQ/TW, the Politburo requested the thorough implementation of many contents on innovation in law-making and enforcement.
In particular, regarding the guiding viewpoint, Resolution 66-NQ/TW clearly states:
1. Ensure the comprehensive and direct leadership of the Party in law-making work, strengthen the leadership of the Party in law enforcement work. Strengthen power control; prevent corruption, waste, negativity, group interests, local interests; prevent and stop all manifestations of profiteering and policy steering. Promote the role of supervision and social criticism of the Vietnam Fatherland Front, the widespread and substantial participation of people, organizations and enterprises in law-making and enforcement.
2. Legal construction and enforcement is "breakthrough of breakthrough" in perfecting the country's development institution in the new era; is a central task of the process of building and perfecting the socialist rule of law state of the people, by the people and for the people, under the leadership of the Party.
3. Law making must closely follow reality, "standing on the practical land of Vietnam", selectively absorb the quintessence of humanity, ensure systematicity, seize all opportunities, pave the way, unlock all resources, make institutions and laws a competitive advantage, a solid foundation, a strong driving force for development, create space to promote "double-digit" economic growth, improve people's lives, ensure national defense, security, and foreign affairs of the country.
4. Improve the effectiveness of law enforcement, focus on building a culture of law compliance, ensure the rule of the Constitution and the law, and closely link law making and enforcement.
5. Investing in policy and law making is investing in development. The State ensures and prioritizes resources for capital investment, modernization of technical infrastructure, promotion of digital transformation and having specific and outstanding regimes and policies for strategic research, policy making, law-making and staff performing these tasks.
From this guiding viewpoint, the Politburo aims to have a democratic, fair, synchronous, unified, public, transparent and feasible legal system with a strict and consistent implementation mechanism, ensuring a legal basis for normal, continuous and smooth operation of agencies after restructuring the apparatus, removing obstacles arising from practice, paving the way for development, mobilizing all people and businesses to participate in socio-economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income,
In 2025, basically complete the removal of "bottlenecks" due to legal regulations. In 2027, complete the amendment, supplementation, and promulgation of new legal documents to ensure a synchronous legal basis for the operation of the state apparatus according to the 3-level government model. In 2028, perfect the legal system on investment and business, contributing to making Vietnam's investment environment in the group of 3 leading countries in ASEAN.
By 2045, Vietnam has a high-quality, modern legal system, approaching standards, advanced international practices and in line with national reality, implemented strictly, consistently, respectfully, ensuring and effectively protecting human rights, civil rights, the Supreme People's Constitution and the law become the standard of conduct for all subjects in society, modern national governance with a streamlined, efficient, effective and efficient state apparatus, meeting the requirements of rapid and sustainable national development, becoming a developed country with high income according to the socialist orientation by 2045.
