The VND17,000 billion project to renovate the most polluted canal in Ho Chi Minh City missed the deadline for the third time

HCMC - Once again, the Xuyen Tam canal renovation project - the most polluted canal in HCMC - missed the start date despite having previously planned to start construction on the occasion of the April 30 holiday.

Xuyen Tam Canal is nearly 9 km long, flowing through Binh Thanh and Go Vap districts. Of which, the main canal is 6.7 km long, connecting from Nhieu Loc - Thi Nghe canal to Vam Thuat river, along with three sub-ranches about 2.2 km long including Son, Binh Trieu and Binh Loi canals.

This is one of the most seriously polluted canals in Ho Chi Minh City, causing a great impact on the living environment of thousands of households along both banks for many years.

The Xuyen Tam canal renovation project has a total investment of more than VND17,000 billion, of which compensation, support and resettlement costs account for VND14,000 billion.

The project includes items such as dredging a 3.5m deep canal bed, widening the canal bed from 20 to 30m, and building a synchronous wastewater and rainwater collection system.

On both sides of the canal, a 6m wide traffic road will be renovated (two lanes on each side), a 3-4m wide sidewalk, and a system of parks and trees to improve environmental quality and urban aesthetics.

Initially, the project was scheduled to start construction in August 2024, then postponed to November 2024.

Recently, the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (abbreviated as the Urban Infrastructure Board) continued to plan to start the project passing through Go Vap District on April 19, 2025, but at the last minute, the plan was delayed once again.

The reason is that by the end of April, the new urban infrastructure committee issued a decision to approve the results of the contractor selection of the XL -03 bidding package to treat more than 517.9 billion VND - one of the three main construction and installation packages of the project.

The XL-03 package is about 1.4 km long, stretching from Luong Ngoc Quyen Street to the Vam Thuat River. This package was first bid in July 2024 but was canceled because all contractors submitted documents did not meet the requirements. After that, the package was invited for bidding again in January 2025.

After completing the contractor selection procedures, a representative of the Urban Infrastructure Board said that they will soon organize the groundbreaking ceremony for the XL-03 package in the near future.

In addition to the XL-03 package, the project also has two other construction packages in Binh Thanh District including: XL-01 package (renovation of the section from Nhieu Loc - Thi Nghe canal to Bui Dinh Tuy bridge) and XL-02 package (renovation of the section from Bui Dinh Tuy bridge to Luong Ngoc Quyen street, including the branches of Binh Loi, Binh Trieu canals and Son bridge canals).

It is expected that these two packages will start construction on the occasion of National Day, September 2, 2025.

Regarding site clearance - the top important factor for the project progress, localities are urgently implementing it.

In Binh Thanh District, the total area of recovered land is more than 197,000 m2, affecting 2,077 cases. Of which, up to 1,230 households and 23 organizations were completely cleared, while the remaining 824 cases were partially cleared.

In Go Vap district, the project reclaims land from 138 cases, of which 40 households were completely cleared and 98 households were partially cleared.
