On November 18, the Hanoi People's Council issued Notice No. 47/TB-HDND on adjusting the time, content and preparation for the regular meeting at the end of 2025 (the 28th session) of the 16th Hanoi People's Council, term 2021-2026.
The notice clearly states that on November 11, 2025, the Standing Committee of the City People's Council issued Notice No. 44/TB-HDND on the content, time and preparation for the regular meeting at the end of 2025 of the 16th Hanoi People's Council, term 2021-2026. Implementing the direction of the Standing Committee of the City Party Committee at the conference on November 17, 2025; on the basis of agreement with the City People's Committee, the Standing Committee of the City People's Council announced the adjustment of the time and content of the regular session at the end of 2025 (the 28th session) of the City People's Council.
The expected time of organization is from November 26 to 28, 2025; expected to review and approve 73 contents including 52 resolutions and 21 reports (including 38 legal resolutions; 14 separate resolutions).
It is expected that, among the 38 contents considered for promulgating the Resolution on legal regulations, it will consider: Budget allocation coefficient and percentage (%) for revenue divided between Hanoi City budget levels;
Issue a number of regulations on fee and charge collection in Hanoi under the authority of the City People's Council;
Regulate lending levels, lending terms, lending interest rates for the poor, other policy beneficiaries and specific beneficiaries of Hanoi City from local budget capital entrusted through the Social Policy Bank in Hanoi City;
Regulations on additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units guaranteed by the state budget for all regular expenditures under the management of Hanoi City (replacing Resolution No. 46/2024/NQ-HDND dated December 10, 2024 of the City People's Council applicable in 2025);
Regulating the level of support for social security payments in Hanoi; Regulating the level of specific support for administrative reform work;
Replace Resolution No. 32/2024/NQ-HDND dated November 19, 2024 of the City People's Council on the title of Honorable Citizen of the Capital;
Regulate policies for people working outside the staffing quota at Associations assigned by the Party and State at the city and district levels before July 1, 2025, immediately quitting their jobs due to the implementation of the model of organizing local government at 2 levels in Hanoi;
Regulations on the level of support for overcoming animal diseases in Hanoi;
Arrange forces and policies for veterinary livestock workers in communes, wards and towns in Hanoi (Resolution replacing Resolution No. 10/2021/NQ-HDND dated September 23, 2021 on the arrangement of forces and policies for veterinary livestock workers in communes, wards and towns in Hanoi);
Regulating a number of policies to support the conservation and development of craft villages and rural industries in Hanoi (implementing the Capital Law 2025 on supporting the conservation and development of craft villages and rural industries);
Regulating a number of policies for agricultural and rural development in Hanoi;
Regulating the content and level of expenditure for a number of investment policies in forestry implemented in Hanoi from 2025...
In particular, the City People's Council will conduct a question-and-answer session in writing at this session, in order to spend time for the City's agencies and City People's Council delegates to focus on law-making; at the same time, the City People's Council delegates will study and carefully review the reports, submissions, and draft resolutions submitted at the session and discuss and contribute opinions on the tasks and solutions for socio-economic development in 2026 of the City.
