Hanoi City People's Committee has just sent a report to Hanoi City People's Council on the implementation of the project under the Emergency Ordinance to reduce traffic congestion and organize traffic to serve important national events, including infrastructure renovation and traffic organization projects in the Phap Van intersection area, Nuoc Ngam Bus Station and lane 15 Ngoc Hoi.
Hanoi People's Committee said that the infrastructure renovation and traffic organization project in the area of Phap Van intersection, Nuoc Ngam bus station and alley 15 Ngoc Hoi is invested by the Department of Construction.
The purpose of building the project is to enhance traffic connectivity, reduce congestion and ensure traffic safety in the southern gateway area. Construction location in Hoang Mai ward.
Preliminary scale, tasks, requirements for the project: Cutting the median strip between Do Muoi street to widen the road surface; cutting the sidewalk to widen the road surface of lane 15 Ngoc Hoi; opening branch roads: connecting lane 15 Ngoc Hoi with Phap Van - Cau Gie expressway; connecting Do Muoi street with Phap Van - Cau Gie expressway; cutting the median strip to widen the road surface in the intersection of Tran Thu Do street with Do Muoi street; moving technical infrastructure works, underground and elevated works within the project implementation scope; painting and marking signs to ensure traffic safety according to QCVN 41:2024/BGTVT.
The estimated implementation cost is 19.5 billion VND from economic investment capital (regular expenses of the City budget 2025 - 2026).
Expected implementation - completion time: Construction to be completed before January 15, 2026; project completion in the first quarter of 2026.
Hanoi People's Committee said that the project is currently under construction with about 70% of the volume: Alley 15 Ngoc Hoi has been opened; the connecting road from alley 15 Ngoc Hoi to the expressway has been completed; the median strip at the Tran Thu Do - Do Muoi intersection has been cut; the underpass branch turning left from Do Muoi street to alley 15 Ngoc Hoi has been cut, and it has been technically opened to traffic on the evening of December 31, 2025.
