On March 3, Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and important national projects in the field of railways chaired the 7th meeting of the Steering Committee.
According to the Government Portal, concluding the meeting, the Prime Minister emphasized continuing to complete railway planning according to the new development space of the country, localities with a long-term vision looking far and wide, thinking deeply and doing big, developing railway industry, railway system with a 100-year vision.
Continue to review norms, unit prices, and total investment to ensure accuracy and sufficientness, and not allow capital overruns during implementation; Hanoi City, the investor, directs the review and audit of unit prices and total investment of the Van Cao - Hoa Lac urban railway project and urban railway projects being implemented, not allowing "small shortcomings to accumulate into major violations".
Directing specific and key tasks in the coming time, the Prime Minister requested the Ministry of Industry and Trade and the Ministry of Finance to urgently review and absorb the directions of Deputy Prime Minister Bui Thanh Son and Deputy Prime Minister Ho Duc Phoc to complete the Project on developing the railway industry and the Project on restructuring Vietnam Railways Corporation, submitting it to the Prime Minister for approval; complete before March 15.
Regarding the North-South high-speed railway project, the Ministry of Construction directed to complete the preparation of bidding documents for the consulting package to prepare a Feasibility Study Report in March 2026; organize consulting selection in the second quarter of 2026; must ensure the selection of experienced and capable consulting partners in preparing project reports; optimize efficiency, select technology in the spirit of national and ethnic interests.

Regarding the Lao Cai - Hanoi - Hai Phong railway project, the Prime Minister clearly stated that this is a project of particular importance, Vietnam - China cooperation, requiring very high progress and quality; ministries, branches, and localities must consider this as a key political task, highly focused to implement.
The Ministry of Construction focuses on directing the completion of the Feasibility Study Report at the beginning of component project 2 in March 2026, ensuring quality and in accordance with regulations.
Regarding the planning of the Hanoi - Lang Son and Hai Phong - Mong Cai routes, the Prime Minister requested the Ministry of Construction to proactively work with the Chinese side in March 2026 to agree on the time to sign a technical assistance agreement; direct consultants to urgently complete the initial report in March 2026, as a basis for implementing the next steps, ensuring the completion of the plan in 2026.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Prime Minister requested the two cities to direct investors and project management boards to focus highly on site clearance and construction; in which for projects under implementation (Line 3, Line 5, Line 2 Hanoi; Line No. 2 Ho Chi Minh City...), it is necessary to ensure progress, quality, absolute labor safety and environmental sanitation.
For the Ben Thanh - Can Gio railway line, continue to carefully review mechanisms and policies to promote implementation in the spirit of Resolutions 57 and 68 of the Politburo. Ho Chi Minh City reviews and thoroughly handles the final settlement of the Ben Thanh - Suoi Tien Metro Line Project No. 1.
The Prime Minister directed Dong Nai province to coordinate with Ho Chi Minh City to urgently deploy the railway line connecting Ho Chi Minh City with Long Thanh International Airport to contribute to solving the problem of smooth, timely, and quality traffic connection; agreeing with the principle of implementing this project according to an emergency order, ensuring strict regulations and procedures, preventing and combating corruption, negativity, wastefulness, and inefficiency.
