On September 9, the working delegation of the National Assembly's Economic and Financial Committee worked with the Hanoi People's Committee.
At the meeting, Director of the Department of Finance Nguyen Xuan Luu informed about the implementation of Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy for the Ring Road 4 Construction Investment Project in Hanoi Capital Region.
According to Mr. Luu, up to now, all 7/7 component projects have been approved by the People's Committees of Hanoi and Hung Yen and Bac Ninh provinces for investment projects, approved after-sales designs and bidding to select contractors. Contractors for the parallel road component project are implementing construction along the entire route.
The site clearance rate of the entire project has reached nearly 99%. However, the remaining scope is mainly residential land - the most difficult part and needs to be completed as soon as possible to ensure the overall progress of the project.
Along with that are difficulties and problems with construction materials, affecting the progress and construction costs of the project.
Therefore, Hanoi proposed that the Vietnam Road Administration report to the National Assembly Standing Committee to allow the contractor of component project 3 to continue not to have to go through procedures for granting a license to exploit minerals for common construction materials, according to the provisions of Resolution 56 until the project is completed.
According to Chairman of Hanoi People's Committee Tran Sy Thanh, Hanoi recently held a groundbreaking ceremony for component project 3: Investing in the construction of the expressway under the public-private partnership (PPP) method under the Ring Road 4 project of the Capital Region.
"This is the first PPP project in the country and the preparation time is only 8 months. Previously, group A projects had to be prepared for no less than 10 years. That shows the determination of the entire city's political system, daring to do and daring to take responsibility to complete the goals and tasks set in the coming time, especially in 2026, when Hanoi will implement many large projects" - Mr. Tran Sy Thanh said.
In addition, Hanoi City also proposed that the Government support ODA capital and techniques to complete wastewater treatment projects (such as Nam An Khanh, Yen Xa) and restore the quality of the environment of 4 inner-city rivers (To Lich, Kim Nguu, Lu, Set).
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai affirmed that the Ring Road 4 project in the Capital Region is a national key project, of special importance in completing infrastructure, reducing the load on the inner city area, at the same time, opening up new development space, creating regional linkage momentum and promoting socio-economic growth.
This is not only a route, but also a strategic "development corridor" for Hanoi and the entire capital region in the coming decades.
Therefore, the Vice Chairman of the National Assembly suggested that Hanoi speed up site clearance, do a good job of resettlement, ensure the legitimate rights of the people to create social consensus; mobilize diversity and effectively use resources, especially the public-private partnership model; link the construction of the route with urban development planning and new economic space, forming urban areas, modern service - trade - industrial centers, in the direction of green, smart and sustainable.
