On September 6, the Hanoi People's Committee started the investment project to build a highway under the PPP method under the Ring Road 4 - Capital Region Construction Project. According to experts, when the project is put into operation, it will create strong development momentum, forming urban, industrial and logistics areas along the route; becoming a "new traffic network" directly connecting Hanoi with Hung Yen, Bac Ninh and many other provinces, while connecting with the radial expressway system.
Mr. Truong Viet Dong - Chairman of the Board of Directors of Vietnam Expressway Corporation (VEC) - said that this is the project with the largest capital and also the largest road infrastructure project in Vietnam implemented under the PPP method, considered the "heart" of Ring Road 4 - Capital Region. The project's groundbreaking not only creates tens of thousands of jobs for workers but also promotes the construction materials manufacturing industry, thereby making a practical contribution to the GDP growth target of over 8% in 2025.

Chairman of Hanoi People's Committee Tran Sy Thanh also affirmed that the investment in the construction of Ring Road 4 is extremely necessary and urgent, in order to strengthen connectivity of intra-provincial and inter-provincial traffic, ensure national defense and security, and at the same time open a new corridor for socio-economic development.
After completion, Ring Road 4 and Ring Road 5 (expected to be deployed before 2030) will form a comprehensive traffic network system, connecting Hanoi Capital with provinces in the region, contributing to reducing congestion and reducing transportation costs.
Talking to Lao Dong Newspaper reporter, Mr. Nguyen The Diep - Vice President of Hanoi Real Estate Club - said that the development of transportation will lead to the development of the socio-economy and culture. In particular, with the current strong urbanization rate, when Ring Road 4 is put into operation, it will create a big boost for the whole region, attracting neighboring provinces to develop together. "When traffic is smooth, it will create comprehensive development; real estate will increase in value and become a driving force for the whole region" - Mr. Diep emphasized.
Mr. Dau Tien Hoang - General Director of Captain Logistics - commented that when Ring Road 4 is put into operation, it will help shorten transportation time, reduce logistics costs, and at the same time form satellite logistics centers, enhancing multi-modal connectivity: road - rail - sea.
The most important thing is that the project will promote industrial real estate and warehousing, reduce hidden costs due to urban congestion, limit fines for goods delays, thereby contributing to reducing logistics costs in Vietnam, said Mr. Hoang.
The Ring Road 4 project - Hanoi Capital Region includes 3 project groups, with 7 component projects implemented in Hanoi, Hung Yen and Bac Ninh. Of which, 3 component projects for site clearance have approved the plan and reclaimed 1,382.16/1,402.69ha, reaching about 98.53%, striving to complete the entire project in 2025.
The component projects for the construction of parallel roads are implementing the construction of embankments, bridges, culverts, and some sections have been constructed with asphalt concrete, reaching about 52.6% of the contract value. Hanoi alone reached 70%, Hung Yen reached 45%, Bac Ninh reached 34%. It is expected that the basic items will be completed in 2025 and the entire project will be completed in the first quarter of 2026.
