On October 27, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Plan No. 290/KH-UBND on solutions to convert key drug-related complex areas and build drug-free areas in Hanoi.
According to the plan, each year Hanoi strives to convert 10 - 15% of key areas; at the same time, maintain at least 20% of communes and wards meeting the "no drugs" criteria, towards 50% of communes and wards being drug-free by 2030. Hanoi also aims for 100% of residential groups, villages, agencies, businesses, industrial parks and schools to access information and propaganda, building a "drug-free green area" model.
The Hanoi People's Committee requests all levels and sectors to strengthen leadership, direction, propaganda, and fight against drug crimes; review and evaluate "no-drug groups, communes, and wards". At the same time, promote the management role of local authorities in drug prevention and control; promote propaganda, education, and mobilization of people to prevent, detect, and denounce crimes and reduce the number of drug addicts, contributing to building a safe and healthy area.
Hanoi City will also organize a review and classification of communes, wards, residential groups and villages according to the level of drug abuse to find appropriate direction solutions; inspect, evaluate and evaluate the title "Drug-free residential group, village" and "Drug-free commune, ward".
In addition, Hanoi City is interested in supporting funding sources, investing in equipment and means according to budget balance capabilities; enhancing training and coaching to improve professional and legal qualifications for specialized forces in the fight against, prevention of drug crimes and evils, drug rehabilitation and post-drug management.
The Hanoi People's Committee also requires ensuring security and safety at drug rehabilitation facilities; strict management and control and proactively detecting drug addicts, illegal drug users, and post-drug addicts. In addition, coordinate with the Department of Education and Training to evaluate and implement "drug-free school" models to create a safe and healthy educational environment for students.
