At the conference summarizing the work of the Transport sector in 2024, Mr. Nguyen Phi Thuong - Director of the Hanoi Department of Transport said that the planning orientation of the Capital for the period 2021-2030 with a vision to 2050 and the adjustment of the general planning of the Capital to 2045 with a vision to 2065, Hanoi's urban railway network includes 15 routes and sections with a total length of about 616.9km.
To date, Hanoi has put into operation 21.5km of Line 2A (Cat Linh - Ha Dong section, 13km long) and elevated Line 3 (Nhon - Cau Giay section, 8.5km long), accounting for about 4% of the total 616.9km.
The Hanoi Urban Railway Project, Line 2, Nam Thang Long - Tran Hung Dao section, is expected to start construction in 2025 and be completed in 2029. The project has a total length of 11.5km, including 8.9km underground and 2.6km elevated; there are 7 underground stations and 3 elevated stations. This railway line has 10 trains, with a total project investment of nearly 35,600 billion VND.
According to Mr. Truong, the Hanoi People's Committee has actively and proactively coordinated with the Ministry of Transport to develop and complete the overall project for investment in the construction of the capital's urban railway.
Currently, the project has been reviewed by the Government, agreed to report to the Politburo for approval and is expected to be submitted to the National Assembly for approval at the extraordinary session in February 2025 as a basis for Hanoi City to implement according to the schedule required by Conclusion No. 49-KL/TW of the Politburo.
Accordingly, Hanoi aims to complete the construction of about 410.8km of urban railway by 2035 according to the capital's transport planning.
In the next phase (2036-2045), strive to complete the investment and construction of about 200.7km, bringing the total length of the urban railway system to about 616.9km.
Mr. Thuong acknowledged that this is a challenging plan, therefore, Hanoi has focused on researching and building specific and outstanding mechanisms and policies to prioritize investment capital allocation; strongly decentralize and delegate power to the capital; shorten procedures to speed up the implementation and completion of projects.
At the same time, it is recommended that the Ministry of Transport preside over, coordinate, and support the Capital to complete the dossier to submit to the National Assembly for approval of the overall investment policy for the entire urban railway network of the city and specific and special mechanisms and policies for implementation.
Early completion of planning for railway routes and stations in Hanoi's key areas to ensure synchronization and connectivity with the urban railway planning network and public transport system of Hanoi.
Preside over and coordinate with Hanoi City in the work of developing regulations and standards for the city's urban railway lines, aiming to complete the framework of regulations and technical standards for urban railways nationwide.
