Hanoi digitizes parking lots to make revenue transparent

According to Plan No. 198/KH-UBND of Hanoi City on applying comprehensive technology solutions in parking activities, from July 1, 2026, 100% of parking lots and car parking spots in the area will have to apply non-stop electronic toll collection technology.

Revenue transparency, reduce losses

This policy not only changes people's parking methods but also contributes to revenue transparency, limiting losses and building a smart transportation ecosystem for the Capital.

According to incomplete statistics, Hanoi currently has about 3,000 licensed parking lots and points. When the application time is only more than a month away, many units are urgently converting technology, but still face many difficulties.

Records of Lao Dong Newspaper at some parking lots show that the system of license plate recognition cameras, electronic payment POS machines and vehicle management software are being completed. In the Old Quarter area, where there is a large traffic volume, electronic payments have gradually become familiar to people.

Talking to Lao Dong Newspaper, Ms. Nguyen Thi Thuy Huong - Director of Hanoi Parking Point Exploitation One Member Limited Liability Company, informed that the company is one of the first units to pilot this model. To date, 100% of parking and vehicle storage points managed by the unit have completed the installation of the system. According to Ms. Huong, the synchronous implementation of non-stop toll collection brings positive effects in vehicle parking activities, not only publicizing and transparent about prices but also contributing to ensuring vehicle safety.

According to a representative of Dong Xuan Joint Stock Company, currently 100% of vehicle parking points managed by the unit have been equipped with POS machines, ticket control equipment, and deployed non-stop toll collection through two systems ePass and VETC for both cars and motorbikes. The application of technology has helped reduce revenue loss and increase revenue compared to before.

Cashless fee collection gradually changes parking habits

In the early stages of implementation, many parking units faced difficulties because a part of the population was not familiar with electronic payments.

A parking attendant on Le Lai street said that even though no stopping fees have been collected, inadequacies still arise. For elderly people without smartphones or bank accounts, staff must use personal accounts to support transfers so that they can park their cars.

According to a representative of Trang An HLT 79 Company, the complete dependence on technology makes businesses worried. As soon as the system encounters problems, operation at the parking lot may be immediately affected.

Faced with concerns about technical infrastructure and synchronous operation capabilities, technology solution providers believe that difficulties will certainly arise in the early stages, but this is an inevitable step to form a digital transportation ecosystem.

Representatives of VETC Automatic Toll Collection Co., Ltd. said that the enterprise is coordinating with management agencies and parking lot operators to optimize operating costs, ensure revenue transparency, and ensure that parking spots are completed on schedule before July 1, 2026.

According to Mr. Le Quang Hieu - Head of VETC Parking Business Department, with existing technology infrastructure and experience in deploying at more than 400 parking spots in Hanoi, VETC is consulting on suitable models, installing identification devices, connecting real-time data and synchronizing electronic invoices.

A representative of VETC added that the technology system may have errors when operating, so the enterprise will make efforts to limit risks and recommend units to arrange backup equipment to promptly replace them when problems occur.

From manual paper tickets to license plate recognition and electronic payment, parking activities in Hanoi are undergoing strong changes. Despite obstacles in infrastructure, operation and the habit of using cash, non-stop toll collection is expected to help make parking more transparent, professional, and modern, towards a civilized and smart Capital.
