The Department of Construction has just issued a document on urgent investment in a number of parking lots according to the plan in the core areas of Ba Dinh, Hoan Kiem and Cua Nam wards.
According to the Hanoi Department of Construction, currently in the core urban area, especially in 3 wards Ba Dinh, Hoan Kiem, Cua Nam, parking demand is increasing rapidly, while the land fund for static traffic infrastructure is still limited and unreasonably distributed. In the context that the planned parking system has not been synchronously invested, the large volume of vehicles concentrated in the central area makes traffic organization and urban order management difficult.
Accordingly, the study of investing in some parking lots according to the plan in the area of 3 wards Ba Dinh, Hoan Kiem, Cua Nam is an urgent issue, aiming to solve people's concerns, and needs to be implemented immediately to overcome traffic congestion bottlenecks in the central area of the Capital.
To promptly report to the Hanoi City People's Committee on the current situation and investment plan, the Department of Construction requests the People's Committees of Ba Dinh, Hoan Kiem, and Cua Nam wards to conduct a comprehensive review and assessment of the current situation and parking demand in the area, including existing parking forms, scale, operating capacity and level of meeting actual needs; and at the same time summarize and analyze existing problems and inadequacies in parking organization.
On that basis, compare with the plans approved by competent authorities, determine the level of suitability in terms of location, scale, and land use function; select and propose parking locations that ensure feasibility, rapid deployment capacity (investment in the form of urgent construction orders), meet immediate requirements and are consistent with long-term development orientations.
Representatives of the Hanoi Department of Construction said that because the city budget is still limited and is focusing on key and important projects, the Department requests the People's Committees of wards to proactively review and balance local resources to report to the Hanoi City People's Committee for consideration and permission to organize implementation. If the budget is not met, localities will summarize and propose for the city budget to consider and support.
