According to information from the Hanoi Public Transport Management Center, based on the advice of the Hanoi Department of Transport, the Hanoi People's Committee has issued Decision No. 5290/QD-UBND on promulgating fares for public passenger transport by subsidized buses in Hanoi, effective from November 1, 2024.
Accordingly, new ticket prices will be adjusted as follows:
For monthly tickets
For one-way tickets
The monthly and single-trip ticket prices mentioned above include passenger insurance; applicable to all subsidized bus routes and intermediary payment fees (if any).
According to the Hanoi Public Transport Management Centre, the bus ticket structure and fares applied since May 1, 2014 are no longer suitable for the development of the route network. At the time of fare adjustment in 2014, the bus network had 72 routes and branches, of which the longest route was 49.9km. After 10 years, the bus network has 132 routes, covering 30 districts, towns and cities, of which the longest route is up to 61.05km.
It is unreasonable for routes with a distance of 30 - 60km to have the same price. Current bus fares are considered relatively low compared to the affordability of people, including low-income workers.
In recent years, the average income of Hanoi people has increased significantly. From 2014 to now, the basic salary has been adjusted to increase 7 times (from 1,150,000 VND to 2,340,000 VND, an increase of 103%). Meanwhile, the cost of public transport has increased by nearly 50% compared to 2014 (In recent years, input factors for bus operations such as fuel prices, salaries, etc. have increased compared to before). Therefore, applying bus fares since 2014 is no longer appropriate.
"Adjusting bus fares at the present time is very necessary and appropriate in this period to create conditions to improve service quality, create motivation to promote socialization, encourage all economic sectors to participate in public passenger transport by bus; Increase state budget revenue, ensure subsidy costs for buses at a reasonable level, suitable for people's ability to pay, ensure the goal of public services; Ensure harmony between revenue from single-trip tickets, monthly tickets and travel costs between bus users and other means of transport", informed the Hanoi City Public Transport Management Center.
