The Ring Road 4 - Capital Region project is recording many positive changes when site clearance is basically completed, and many bidding packages are on high progress. Hanoi is also considering options to shorten construction time, striving to technically open the expressway about 6 months earlier than planned.

According to the Hanoi Traffic Construction Investment Project Management Board, the total site clearance area of the entire project to date has reached about 1,426ha, equivalent to 100% of the plan. Localities including Hanoi, Hung Yen and Bac Ninh have basically completed site clearance work, and at the same time relocated many technical infrastructure works and built resettlement areas to serve people.
Some problems related to technical infrastructure, housing and factories are continuing to be resolved, expected to be completed in the period from May to July 2026.

For component projects of parallel roads, construction progress achieved positive results. The section through Hanoi reached about 85% of the contract value, Hung Yen reached 81.8% and Bac Ninh reached 48.28%. The section through Hanoi alone has completed about 35km of asphalt concrete on a total length of 51.5km. The investor plans to technically open some sections in June 2026 and complete the entire parallel road in the third quarter of 2026.

Meanwhile, Component Project 3 - the expressway invested in the public-private partnership (PPP) method is being accelerated. Currently, 9/12 packages have been constructed simultaneously, focusing on key items such as Hong Ha bridge, Me So bridge, Hoai Thuong bridge and overpass sections.
The realized value of the expressway project to date has reached about 3,895 billion VND, equivalent to 18.49% of the contract value. The goal is to complete the large river overpasses before the APEC 2027 Conference and complete the entire route in 2027.
According to the Project Management Board, the supply of construction materials is still a major challenge as the demand for embankment soil, sand and stone for construction is high. Fluctuations in fuel prices and transportation costs also put significant pressure on project progress and implementation costs.

Notably, the total investment of the entire project is expected to decrease by about 2,070 billion VND compared to the initial preliminary plan. On that basis, the Hanoi People's Committee proposed a mechanism to harmonize and balance capital sources between component projects to ensure that the total investment of the entire route does not exceed the level approved by the National Assembly.
Recorded by Lao Dong Newspaper reporters at the parallel road section of Ring Road 4 through Thuong Tin area (Hanoi), after more than 30 months of construction, many items have basically taken shape. At the construction site, dozens of machines, equipment and a team of engineers and workers are mobilized to the maximum to accelerate progress.
Package No. 11 belongs to Component Project 2.1 implemented by the Cienco4 - Hoang Long - Song Hong consortium, with a length of more than 9km through Thuong Tin area. According to Mr. Tran Viet Son, Head of the Package, the unit is mobilizing about 20 specialized equipment and nearly 40 engineers and workers to construct simultaneously on the entire route.
Up to now, the implemented volume has reached about 85% of the contract value. The entire weak soil foundation has been treated, more than 3km of road surface has been asphalted. The remaining items are being focused on completion to complete the bidding package in the third quarter of 2026," Mr. Son said.
Recently, the Hanoi Department of Construction sent a document to the project enterprise and the City Traffic Construction Investment Project Management Board on considering proposals to shorten the construction time of component project 3. The Department requested units to review the overall progress, identify key items, evaluate the effectiveness of technical solutions and clarify the costs incurred when organizing multi-shift and multi-team construction.
Ring Road 4 - Capital Region is about 113.52km long, passing through Hanoi, Hung Yen and Bac Ninh. The project includes 7 component projects with a total investment of about 85,563 billion VND. According to the plan, the project will be basically completed in 2026 and put into operation from 2027.
