The Capital Region Ring Road 4 construction project has a total length of about 113.52km through Hanoi, Hung Yen and Bac Ninh (including 103.82km of the main route and 9.7km of the connecting section along the Noi Bai - Ha Long expressway direction), starting point at about Km3+695 of the Noi Bai - Lao Cai expressway, ending point at about Km40+500 of the Noi Bai - Ha Long expressway.
The project is divided into 7 component projects, including: 3 compensation, support, and resettlement projects; 3 projects to invest in building parallel roads (urban roads) in the form of public investment and 1 project to invest in building expressways in the form of public-private partnership (PPP).
Regarding site clearance for the Ring Road 4 project in the Capital region section passing through Hanoi, the Hanoi Traffic Construction Investment Project Management Board said that the People's Committees of wards and communes have completed the construction of 13/13 resettlement areas, basically completed land recovery reaching 800.15/800.15 ha (reaching 100%), are dismantling assets for the remaining area, and completing the relocation of 10,345/10,345 graves.
The Project Management Board has completed the relocation of 110kV, 220kV, 500kV high-voltage power. Localities are relocating underground and above-ground works to ensure construction progress.
Regarding the construction of component project 2.1 (building a parallel road in Hanoi), as of the beginning of April, the main works of bridges, culverts and other items have been basically completed, and about 35/50.76km of asphalt concrete has been constructed.
Package No. 08/TP2-XL has basically completed the foundation and asphalt concrete paving (except for the connected position);
Package No. 9/TP2-XL has completed the construction and installation of most of the lighting poles along the route and the items of paint, signs, traffic organization safety, and has completed procedures to collect opinions from relevant units as a basis for designing construction drawings and deploying construction;
Package No. 10/TP2-XL and package No. 11/TP2-XL are completing the K98 embankment and asphalt concrete paving.
The output value as of the beginning of April reached about 3,596/4,205 billion VND (reaching about 85%).
For component project 3 (construction of expressway using public-private partnership method), the BOT contract for component project 3 was signed with a consortium of 4 investors and project enterprises (Hanoi Ring Road 4 Expressway Joint Stock Company) with a value of 53,552 billion VND (the state budget capital support is 23,608 billion VND, and the investor's arranged capital is 29,944 billion VND).
For the public investment sub-project, the scope of component project 3 includes 12 construction packages, has completed the selection and is implementing the construction of 9 construction packages (3 traffic safety and lighting packages will be implemented in the project completion phase).
The project enterprise has arranged 43 construction teams for 9 bidding packages (as of the beginning of April, the bridges have completed about 1,367/1,979 bored piles; 127 pier bases, 24 pier bodies, and cast 73 super T girders). The Project Management Board has advanced BOT contracts to investors and project enterprises of 6,009 billion VND.
For the scope of projects using investor mobilized capital, the project enterprise is implementing surveying, preparing technical designs and estimates, submitting them to the Department of Construction for appraisal as a basis for investor approval, as a basis for selecting construction contractors.
Investors and project businesses are completing legal documents to officially sign credit contracts and related mortgage contracts.
According to the plan, the Ring Road 4 project in the Capital region will be basically completed in 2026 and put into operation from 2027.
