Hanoi considers applying KPI to officials, strongly replacing people who are behind schedule

Hanoi - The City assigned the Department of Home Affairs to study, propose, and innovate the monthly assessment and ranking of cadres, civil servants, and public employees in the direction of applying KPI.

Hanoi City People's Committee has just issued Decision No. 600/KH-UBND on the state administrative reform plan for 2026.

The plan aims to continue to streamline the organizational structure of state agencies, improve the effectiveness and efficiency of the two-level local government; innovate government governance towards modernity, high accountability, promote decentralization; innovate the content and methods of leadership associated with digital transformation and innovation, and take drastic action to further improve the quality and effectiveness of administrative reform to serve the people and organize better, contributing to the successful implementation of the socio-economic development goals of the Capital.

Strengthen administrative discipline and order; improve the role and responsibility of heads and the effectiveness of coordination between agencies and units; link the results of administrative reform and digital transformation with the responsibility of heads and assess the level of task completion of each agency and unit, strictly handle the situation of delays, irresponsibility, causing trouble in resolving administrative work with people and organizations.

Continue to improve and enhance the administrative reform index (PAR INDEX) and the satisfaction index for administrative service of state agencies (SIPAS) of the city.

Hanoi City People's Committee identified this as a key and urgent political task; ensuring that science and technology, innovation, administrative reform and digital transformation truly become the central driving force of growth, directly contributing to the GRDP growth target of 11% or more in 2026, creating a foundation for double-digit growth in the period 2026 - 2030.

The focus of administrative reform is institutional reform, administrative procedure reform, internal administrative procedures, perfecting the apparatus, public service regime, promoting digital transformation; strengthening publicity and transparency, and improving the accountability of state agencies.

Regarding the group of key tasks and solutions to reform the public service regime, the city will continue to review, adjust, and approve the project on job positions in administrative agencies and public non-business units after arrangement, ensuring compliance with the list of job position frameworks approved by the Politburo, guidance from the Ministry of Home Affairs, the specialized managing ministry, and according to management practices so that the job position project can truly maximize its effectiveness.

Effectively organize the recruitment, training, and fostering according to job positions, improve the quality of cadres, civil servants, and public employees, especially focusing on training and fostering digital skills.

Strictly implement the transfer of positions for cadres, civil servants, and public employees according to the provisions of the Law on Anti-Corruption and Decree No. 59/2019/ND-CP dated July 1, 2019 of the Government, especially related to the fields of: Land - environment, transportation, investment, planning, construction, finance.

Along with that, research and develop mechanisms and policies to support civil servants, public employees, and workers in state agencies under the city to perform the tasks of science and technology, innovation into digital transformation, and administrative reform.

Research, propose, and innovate the monthly evaluation and ranking of cadres, civil servants, and public employees in the direction of applying KPI, in order to quantify work results, overcome the situation of formal, subjective, and lenient evaluations; strictly implement the monthly evaluation and ranking of city leaders and heads of agencies and units, and clarify responsibilities for the existing limitations of units and areas in charge.

Strictly implement and rectify administrative discipline and order, set an example of action and responsibility; strengthen public service inspection, surprise inspection, and re-inspection; resolutely and promptly replace civil servants and public employees who do not meet task requirements, make work behind schedule, quality not guaranteed, violate public service ethics, regulations of the Party, and laws of the State; strictly handle violations.

With the above contents, the City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the Office of the City People's Committee, the City Inspectorate, the Department of Science and Technology and city departments, agencies, and branches; People's Committees of communes and wards.
