Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed and issued Plan No. 152/KH-UBND to implement Resolution No. 76/NQ-CP of the Government on promulgating a plan to implement Resolution No. 1313/NQ-UBTVQH15 of the National Assembly Standing Committee on thematic supervision of the implementation of policies and laws to ensure traffic order and safety from 2009 to the end of 2023.
According to the plan, Hanoi will deploy 23 specific tasks, focusing on 4 areas: road; maritime and inland waterway; railway; aviation. At the same time, 4 groups of tasks will be carried out to study and propose amendments, supplements, and promulgation of new relevant legal documents.
In particular, the Hanoi People's Committee assigned the Hanoi City Police to preside over and coordinate with relevant units to innovate the content and form of propaganda, suitable for each group of subjects, field, and locality; associated with the socio-economic characteristics and traffic culture of each area. At the same time, promote the application of science and technology in propaganda, dissemination and education of law; build a traffic culture in agencies, units and enterprises.
The plan also emphasizes the construction and perfection of modern databases on traffic order and safety, meeting the requirements of management and law enforcement; Ensure connection and share with the national database about population, road data and related systems. The Hanoi People's Committee requests to strengthen the application of artificial intelligence and large data in investment, construction of transport works and traffic management; Deploying technological solutions in management, inspection and handling of violations in testing and granting driving licenses.
In addition, Hanoi will invest in installing a camera system to monitor and command traffic operations to serve security and order and handle administrative violations; modernize traffic command centers in the area.
The Department of Finance is assigned to preside over and coordinate with relevant agencies to complete legal regulations on management and use of funds to ensure traffic safety and order; regulate collection rates, collection - payment regimes, management and use of driving test fees, fees for granting degrees, vehicle performance certificates, registration fees and issuance of license plates for specialized motorbikes.
The Department of Education and Training shall preside over and coordinate in the work of propagating, disseminating and educating laws on traffic safety; building a traffic culture for students at educational institutions.
