On November 28, the People's Committee of Hai Duong province held the November meeting (6th time) to listen to and give opinions on the content of reports and submissions of departments and branches. Mr. Le Ngoc Chau - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the meeting.
At the meeting, the Department of Home Affairs reported to the Provincial People's Committee to submit to the Provincial People's Council to issue 2 Resolutions on the Plan for public employee payroll in administrative agencies, the number of employees receiving salaries from the state budget, labor contracts according to Decree No. 111/2022/ND-CP in public service units and mass organizations assigned tasks by the Party and State in the province in 2025 and the Resolution on assigning the number of commune-level cadres, civil servants and non-professional workers at the commune level in the province in 2025.
According to the proposal for staffing of the Department of Home Affairs, in 2025, the total number of civil servant positions in state administrative agencies will be 1,792, of which 900 positions will be assigned to departments, branches and sectors, and 892 positions will be assigned to People's Committees of districts, towns and cities.
The total number of employees receiving salaries from the state budget in public service units and associations assigned by the Party and the State in the province is 32,536 targets, 2,120 targets of contract workers outside the payroll targets according to Decree No. 111/2022/ND-CP of the Government.
Opinions at the meeting stated that the province's proposal to assign staffing quotas in recent years still has many shortcomings. Hai Duong province is facing a serious shortage of staff, most of the staff working in departments, branches and localities are working beyond their capacity, affecting the progress of assigned work.
Concluding this content, the Chairman of the Provincial People's Committee agreed with the Submission of the Department of Home Affairs, and at the same time requested the Department of Home Affairs to absorb comments to complete the draft to submit to the province at the upcoming meeting.
The Chairman of the Provincial People's Committee requested the Department of Home Affairs to draft a Report on the current status of staffing in administrative agencies and public service units of Hai Duong province. In which, it is necessary to evaluate and compare with the general level of the whole country and some provinces with similar conditions, from which there is a report proposing to the Ministry of Home Affairs for adjustment.
