The Chairman of the People's Committee of Hai Duong province requested the People's Committees of districts, towns and cities to direct communes, wards and towns to strengthen propaganda and mobilization of people not to burn waste, promptly prevent waste in the management area and strictly handle illegal waste burning.
Localities require collection units to operate landfills according to procedures. The People's Committees of Cam Giang, Thanh Mien, Gia Loc, Ninh Giang, Tu Ky, Binh Giang districts, Chi Linh city and Kinh Mon town directed communes, wards and towns to close 49 filled landfills that are no longer available for receipt, and the landfills have stopped operating to ensure compliance with regulations. The People's Committee of Chi Linh City urgently directs the People's Committees of 4 communes, Co Thanh, Nhan Hue, Bac An, Hoang Hoa Tham wards to have a plan to collect, transport, and treat people's household waste in accordance with regulations, and be responsible to the Provincial People's Committee if there is a situation where people self-treat waste causing environmental pollution.
Localities coordinate with the Department of Agriculture and Environment, relevant departments and branches to continue to promote the propaganda of waste classification at source. At the same time, replicate the organic waste mangrove culture model that some localities have been implementing to reduce the amount of waste that must be transported and treated at landfills and factories. Localities expand the implementation of organic wastewater collection in households at least 5 communes/year to reduce the amount of waste that must be transported, treated, and implemented in 2025 and 2026.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction, People's Committees of districts, towns and cities to review the need for financial support of People's Committees of districts and towns (except for Hai Duong City and Chi Linh City), advise the Provincial People's Committee to allocate funds for localities to close, renovate, upgrade, expand, build new, and operate landfills. In particular, developing criteria to prioritize localities with urgent needs and localities with many landfills with an occupancy rate of over 90%.
Departments, branches and localities advise the Provincial People's Committee to support funding for closing the filled landfills; renovating, upgrading, expanding, building new, and operating the landfills, to be completed before June 30, 2025. The Department of Construction shall preside over and coordinate with relevant departments and branches to guide localities in determining the norms, rules, and scale of renovation, upgrading, expansion, and construction of new landfills.
Department of Agriculture and Environment - Organize training and technical guidance on operation of waste burial sites for cooperatives, groups and collection teams in rural areas. On the other hand, chairing and coordinating with the Department of Finance, the People's Committee of Kim Thanh and Gia Loc districts, businesses with domestic waste treatment factories in the province reviewed the processing capacity of factories, continuing to support localities to transport waste to the factory to handle if they were still capacity. In the immediate future, supporting Kim Thanh district to transport and treat waste of Quang Binh village, Dong Cam commune and 4 communes of Gia Loc district (Toan Thang, Gia Tien, Gia Phuc, Quang Duc). Time is completed before June 30, 2025.
