Disrupted services, shops in the flower garden
Nguyen Trai Flower Garden, also known as May To Park, Ngo Quyen District, Hai Phong City, has an area of 36,000m2. The project has a total investment of nearly 70 billion VND, completed and put into use since March 2021.
The flower garden comes into operation to create a green space for community activities. However, in recent times, the business of shops and services, especially electric car and children's toy car rental services at Nguyen Trai flower garden, has taken place mostly in the afternoon and evening, causing public outrage many times.

According to Lao Dong reporters, during and after the Lunar New Year, this area has turned into a high-speed electric vehicle "racing track", posing a potential risk to the safety of children as well as people participating in cultural and sports activities in the flower garden. Mr. Nguyen Thanh Tung (Le Chan District) said: "On weekend evenings, my family often walks around Nguyen Trai flower garden. The flower garden is very beautiful and spacious but unsafe when dozens, even hundreds of electric vehicles run "on the network" along the corridor and walkway without any barriers or safety equipment".
Speaking with Lao Dong, a representative of the People's Committee of Gia Vien Ward (Ngo Quyen District) said that Nguyen Trai flower garden is under the management of Hai Phong Green Tree Park Company, the ward only coordinates in ensuring security, order and environmental sanitation.
The representative of the local government also admitted that spontaneous business and trading pose a potential risk of insecurity in the Nguyen Trai flower garden area that has been going on for a long time. The locality has also repeatedly reminded, but households have not yet seriously complied.
Recently, at around 9:45 p.m. on February 18, an incident occurred in this area where a 15-year-old child riding an electric car crashed into a tree, then collided with an elderly woman, causing her to be hospitalized.
Spontaneous business activities are strictly prohibited
Also according to the representative of Gia Vien Ward People's Committee, regarding the incident on the evening of February 18, the local government is continuing to coordinate with relevant parties to find out the cause. However, after this incident, on February 19, the People's Committee of the ward issued a notice prohibiting all acts of occupying sidewalks for business and sales in the Nguyen Trai flower garden area.

The ward requires all organizations, individuals, and households to stop encroaching on sidewalks; voluntarily dismantle umbrellas, tents, billboards, and other items placed on sidewalks and roads in the Nguyen Trai flower garden area from 6:00 p.m. on February 19. The Ward People's Committee will inspect and strictly handle cases of intentional violations.

The Ward People's Committee also requested the Ward Police to ensure security, order, and traffic safety in the above area. The Green Tree Park Company sent forces to coordinate with the People's Committee of Gia Vien Ward during the implementation process, taking measures to ensure security, order, environmental sanitation as well as the landscape in the Nguyen Trai flower garden premises.
