Implementing the direction of the Ministry of Construction in Official Dispatch No. 8747/BXD-VT&ATGT dated June 10, 2026 on preventing unmanned aerial vehicles from threatening security and safety of flight operations at Noi Bai International Airport and Cat Bi International Airport, Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan has just issued instructions requesting departments, agencies, branches, localities and relevant agencies and units to continue to strictly implement the contents of the City People's Committee's direction in Official Dispatch No. 430/UBND-NC dated March 10, 2026 on strengthening the work of ensuring flight safety for flight operations at Cat Bi International Airport.
Accordingly, units proactively review and strengthen management, promptly detect, prevent and handle acts of using unmanned aerial vehicles and ultralight aircraft against regulations, contributing to ensuring aviation security and safety in the city.

The Standing Vice Chairman of the City People's Committee assigned the Department of Education and Training to direct 100% of educational institutions located in airports, airports and surrounding areas to strengthen propaganda and dissemination to students and parents about aviation safety regulations.
The content of propaganda focuses on raising awareness about the risk of flight unsafety; legal consequences of kite flying, using unmanned aerial vehicles and other flying objects against regulations in no-fly zones, restricted-fly zones. Thereby contributing to preventing and stopping violations, ensuring aviation security and safety in the city.
Assign the City Police to preside over and coordinate with the City Military Command, the Department of Construction and relevant agencies and localities to strictly handle violating organizations and individuals; publicize the handling results and share them with key agencies of relevant ministries and sectors to serve propaganda, education, deterrence and general prevention.
Assign the People's Committees of Hai An, Dong Hai, Hung Dao, Duong Kinh, Phu Lien, Kien An and Thuy Nguyen wards to organize a peak period of propaganda, inspection, and prevention of kite flying activities, the use of unmanned aerial vehicles and other flying objects in the vicinity of Cat Bi International Airport, especially during the summer vacation of students.
Localities ensure that 100% of households in the area have access to information and propaganda about aviation safety; and at the same time require parents and guardians to fully fulfill their responsibilities for managing and educating their children. In case children have illegal acts affecting flight security and safety, parents or guardians must coordinate with functional agencies and be responsible according to regulations.
Along with that, localities establish a permanent coordination mechanism between the government, military forces, police and aviation units to promptly receive, verify and process information related to unmanned aerial vehicles (UAVs), kites and other flying objects entering the airport area.
According to a report by the Civil Aviation Authority of Vietnam, in the past time, in the vicinity of airports, there have been continuous incidents of unmanned aerial vehicles (UAVs), kites, and other flying objects entering no-fly zones and restricted airspace zones, directly affecting civil aviation operations. In particular, on June 6-7, 2026, at Noi Bai International Airport and Cat Bi International Airport, there continued to be incidents of flying objects illegally entering, causing many flights to be suspended from operation, waiting for flights and diverted to alternate airports, posing a serious threat to security and safety of flight operations, causing great damage to society.
